[2025 Audit] Illegal Distribution of K-Content Rampant on Telegram... Copyright Protection Agency Remains Passive

Numerous channels on Telegram are operating to share Korean dramas and movies for free, yet the government has effectively taken no action.


On October 23, Assemblywoman Bae Hyunjin of the National Assembly's Culture, Sports and Tourism Committee pointed out during a parliamentary audit that recent popular titles such as "Typhoon Company" and "The Tyrant's Chef" are being shared without any safeguards in place.


The Korea Copyright Protection Agency is monitoring copyright infringement mainly on major social media platforms such as YouTube, Facebook, and Instagram, as well as on webhard services and websites. However, it was confirmed that not even an official letter has been sent regarding Telegram, not even as part of public-private cooperation efforts.


Assemblywoman Bae criticized, "While 1.2 trillion won is being invested solely in content production and development, in reality, copyright protection is being neglected." She added, "Although illegal sharing is surging, the Copyright Protection Agency remains passive, stating there is 'nothing they can do.'

She continued, "The Copyright Protection Agency has established a system to detect overseas infringement, notify original creators, and even provide relief support, yet Telegram alone is being neglected. Even though there is a reporting channel open, taking no action amounts to dereliction of duty."


The Copyright Protection Agency is operating 200 monitoring personnel domestically and internationally this year with a budget of approximately 4 billion won. There are 170 staff in Korea and 25 staff at overseas branches (in China, Thailand, the Philippines, and Vietnam).
