Online Issuance of Eight Types of Real Estate Documents Suspended Due to National Information Network Outage

The Ministry of Land, Infrastructure and Transport announced on September 27 that a fire at the National Information Resources Service (NIRS) has caused disruptions to the Real Estate Integrated Registry System, known as "IlSaPyeonRi."


As a result, online issuance and viewing services for eight types of civil documents, including land and forest ledgers, public land co-ownership registers, site right registration books, cadastral and forest maps, boundary point coordinate registration books, and comprehensive real estate certificates, have been suspended.


Originally, four types of documents, such as land and forest ledgers, public land co-ownership registers, and site right registration books, could be issued 24 hours a day on both weekdays and weekends through unmanned civil document issuance kiosks installed at city, county, and district offices as well as community centers. However, as of this afternoon, even this service has been temporarily suspended.


The Ministry of Land, Infrastructure and Transport explained, "Out of the 128 types of documents available through unmanned kiosks, 110 are currently unavailable. This afternoon, the Ministry of the Interior and Safety, along with local governments, which oversee unmanned civil document issuance, held discussions and decided to temporarily suspend the operation of unmanned issuance kiosks as a result."


At present, to obtain any of the eight types of civil documents, individuals must visit city, county, or district offices or community centers during regular business hours on weekdays (from 9 a.m. to 6 p.m.). Since the mobile identification service is unavailable, visitors to government offices must bring a physical ID card.


In addition to the Real Estate Integrated Registry System, other systems managed by the Ministry of Land, Infrastructure and Transport-such as the National Logistics Integrated Information System, the Freight Transportation Performance Management System, the Cadastral Survey Administration System, and the Yongsan Park website-are also experiencing disruptions.


Furthermore, the Onnara Electronic Document System and the National Petition System, which are commonly used by all ministries including the Ministry of Land, Infrastructure and Transport, have also been suspended. These two systems are managed by the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission, respectively.
