Ruling Party Holds Caucus Before Plenary Session
Jung: "Extremely Lamentable and Deeply Regrettable"
On September 25, Jeong Cheongrae, leader of the Democratic Party of Korea, criticized the People Power Party, which had announced a filibuster (unlimited debate) to block the amendment to the Government Organization Act, saying, "How is this any different from trying to hold back and prevent the Republic of Korea from moving toward the future?"
At a general assembly of party lawmakers held before the plenary session of the National Assembly that afternoon, Jeong stated, "There are forces trying to block the Government Organization Act of the Lee Jaemyung administration, which was launched in accordance with the Constitution, democracy, and the will of the people."
Previously, the Democratic Party had planned to pass four government reorganization bills that included the abolition of the prosecution service and the restructuring of financial institutions. However, after an emergency meeting between the party and the government, they decided not to include provisions such as the separation of policy and supervisory functions of the Financial Services Commission and the establishment of a Consumer Protection Agency, which they had intended to designate as fast-track items.
Nevertheless, the People Power Party has made it clear that it opposes the amended Government Organization Act, as it still contains provisions related to the abolition of the prosecution service.
Regarding this, Jeong asked, "Has there ever been an opposition party that has gone so far as to launch a filibuster against the Government Organization Act after a new administration has taken office?" He continued, "Article 49 of the Constitution of the Republic of Korea mandates that decisions in the National Assembly be made by majority vote. The reason we strive to win even one more vote or one more seat in the general election is precisely because of the 'majority rule' stipulated in Article 49 of the Constitution, is it not?"
He went on to say, "If blocking the Government Organization Act in this way is considered a rejection of the presidential election results and the general election results, how would the People Power Party respond?" He added, "It is extremely deplorable and deeply regrettable," raising his voice.
Jeong also emphasized unity within the ruling party. He called on his party members, saying, "Not a single lawmaker of the Democratic Party should be an exception. Unwaveringly, we must support the Government Organization Act of the Lee Jaemyung administration and unite wholeheartedly and firmly, like one body and one mind, so that the party and the government can move forward together for the success of the Lee Jaemyung administration."
