Emphasizing Prompt Passage of the Government Organization Act
"Parliamentary Audit Goals: Addressing Insurrection and Restoring Livelihoods"
Kim Byungki, Floor Leader of the Democratic Party of Korea, stated on the 21st, "We will strictly separate insurrection from livelihood issues."
At a press conference marking his 100th day in office, Floor Leader Kim declared, "We will work together on livelihood issues, but there will be no tolerance for forces involved in insurrection." He added, "Our principle for dialogue with the People Power Party is clear. I want to reiterate that talk of street protests and presidential impeachment is a blatant refusal to accept the presidential election results." He continued, "It is my firm belief that Korea cannot return to normal without identifying those responsible for insurrection and uncovering the full truth," emphasizing, "I will support all necessary measures to eradicate insurrection." He further explained, "For example, we will amend the National Assembly Act on Testimony and Appraisal this time to punish those who commit perjury during parliamentary investigations."
Regarding future legislative tasks, he said, "First, we will promptly process the Government Organization Act to secure cabinet stability and momentum for state affairs." He continued, "To remedy and resolve harm to the public, we will unwaveringly push for reform legislation such as the 'Fake News Eradication Act' and the 'Judicial Reform Act,' and we will proceed with prosecution reform as scheduled."
He also pledged, "We will keep our promise to rationalize economic criminal penalties," and announced, "We will abolish the crime of breach of trust."
Floor Leader Kim made it clear, "The goals of this year's National Assembly audit are to clear up the insurrection and restore people's livelihoods," stressing, "In particular, we will set up a Judicial Victims Reporting Center in the audit situation room to collect and investigate all cases of citizens harmed by prosecutorial fabrication, and we will make the findings public." He added, "The 2026 budget proposal is an investment for the future, so we will ensure it is processed within the legal deadline."
Regarding the establishment of a special court for insurrection cases, he said, "This is not an attack on the judiciary but a defensive measure for the people and to end the insurrection." Floor Leader Kim noted, "There are many opinions about establishing a special court for insurrection and about the position of Chief Justice Cho Heedae, but the top priority is to alleviate public anxiety," pointing out, "Most citizens do not trust the judiciary to handle insurrection trials, and I hope this reality is recognized." He urged, "The judiciary must take a firm and fair stance to eradicate insurrection so that the public can feel secure, and above all, declare that such trials will be handled swiftly."
Floor Leader Kim also stated, "Cooperation between the party, government, and presidential office is closer than ever," adding, "The Lee Jaemyung administration emphasizes being a 'one team,' while also allowing for thorough discussion and free exchange of opinions. Once discussions are complete, everyone unites their efforts."
