The number of recipients for the second round of consumption coupons to be distributed in Gwangju and Jeonnam at the end of this month has been finalized at approximately 2.96 million. Among them, 200,000 people, including households in the top 10% income bracket and those with significant assets or financial income, have been excluded.

According to Gwangju City and Jeonnam Province on September 20, the recipients for the second round of consumption coupons have been set at 1,286,040 in Gwangju and 1,677,271 in Jeonnam, totaling 2,963,311. In Gwangju, 103,746 people, and in Jeonnam, 96,084 people-a total of 199,830-were excluded for exceeding the eligibility criteria. This accounts for 7.4% of the population in Gwangju and 5.4% in Jeonnam.
Unlike the first round, the second round of consumption coupons excludes households in the top 10% income bracket. Households with a combined property tax base exceeding 1.2 billion won last year or with total financial income over 20 million won are also ineligible.
By region in Jeonnam, Yeosu had the highest number of exclusions at 21,737, followed by Suncheon with 19,003, Gwangyang with 13,020, Mokpo with 9,162, and Naju with 5,265. In contrast, the numbers were relatively low in Gokseong (815), Jindo (832), Gurye (864), and both Gangjin and Hampyeong (970 each).

The second round of consumption coupons will be distributed from the 22nd until October 31. Each recipient will receive 100,000 won, which will be paid the day after application. The coupons must be used by November 30. Recipients can choose to receive the coupons via credit card, debit card, or local gift certificates, and usage is limited to small businesses with annual sales of 3 billion won or less.
Meanwhile, Minister of the Interior and Safety Yoon Hojoong, during a parliamentary interpellation session on the 18th, dismissed opposition concerns about rising prices following the first round of consumption coupons, stating, "After the issuance of the consumption coupons, prices have actually stabilized." He added, "The effectiveness of the first round, which provided between 150,000 and 450,000 won per person, has been demonstrated by the indicators. We are thoroughly preparing for the second round of distribution, which will begin on the 22nd."
