A teenage female student was gang-raped in front of her boyfriend on a beach in the state of Odisha, India. This shocking incident occurred just three months after a similar gang rape on another beach in the same area, which had already sparked outrage among local residents. On September 16 (local time), local media outlets such as NDTV and Hindustan Times reported on the sexual assault that took place on September 13 near the popular tourist destination Baliharachandi Temple beach, close to Puri in Odisha.

According to local police reports, on the day of the incident, the victim visited the beach with her boyfriend, where they encountered two men from a nearby village. These men filmed the victim and her boyfriend and threatened to inform their families about their meeting. They then attempted to extort 2,000 rupees (about 30,000 won) from the couple, which led to an argument. The men subsequently overpowered and assaulted the boyfriend, tied him to a tree, and then raped the victim. It has been determined that other men also participated in the assault.
Police arrested three men involved in the incident on September 15. Although the victim initially did not intend to file a report, it is known that she later submitted a complaint after being persuaded by local police. Once the case became public, criticism of the state government’s safety measures intensified. Naveen Patnaik, the opposition leader in Odisha and former chief minister, stated, "I am deeply shocked and pained that a young girl was gang-raped just 50 kilometers from the state capital," adding, "We keep hearing the same excuses from the 'people's government' such as 'strict measures are being taken' and 'women’s safety is being ensured.'" State assembly member Upasna Mohapatra told NDTV, "This incident is deeply regrettable," emphasizing the urgent need for increased vigilance and improved lighting in high-risk areas. She also said that concrete efforts are already underway to prevent similar crimes in the future.
Gang Rape Occurred on Another Beach in June
Previously, in June, another gang rape on a beach in Odisha provoked outrage among local residents. At that time, ten men were arrested by police on charges of gang-raping a woman in her twenties on Gopalpur Beach, and among those arrested, four were minors. It was determined that the perpetrators tied up the victim’s boyfriend and dragged the woman about 30 meters away to commit the crime. Pravati Parida, the ruling party lawmaker who also serves as the state minister for women and child development, had promised a thorough investigation and all necessary measures to prevent such incidents from recurring. However, less than three months later, a similar incident has taken place.
