Goseong County Launches Large-Scale, Year-Round Tourism Complex Project
Total Investment of 500 Billion Won to Develop 27-Hole Golf Course and More
Goseong County in Gangwon Province, the northernmost hub for peace and economic development, is set to launch a large-scale, year-round tourism complex project to establish a global platform base in the northern region.

On September 12, Goseong County held an investment agreement signing ceremony for the "Goseong Haesolia Tourism Complex Development Project" in the main conference room on the second floor of the county office. The event was attended by Ham Myungjun, Governor of Goseong County, Kang Eulgu, Chairman of Haesolia Country Club Co., Ltd., and representatives from the investing companies, marking the official start of the project.
This project will be led by Haesolia Country Club. A total investment of 500 billion won will be made in the area of San 14-5, Banam-ri, Gojin-eup, which is renowned for its pollock, to develop a global tourism platform on a site of approximately 2.44 million square meters. The complex will include a 27-hole golf course, 980-room accommodation facilities, a lavender art farm, a marine leisure sports town, and other integrated tourism infrastructure.
Previously, on June 18, the county received an investment proposal from Haesolia Country Club, completed a preliminary permit review, and notified the results. Following this, the final investment agreement was signed on September 12, officially initiating the project implementation system.
Notably, the Haesolia Tourism Complex is located along the northernmost Unification Observatory on the Donghae Bukbu Line, offering expansive views of the East Sea. It is also situated at a key transportation hub, connecting Daedae-ri to Banam-ri in Gojin-eup via National Route 7 along the East Coast, positioning it to become a core tourist destination linking mountains and the sea.
Goseong County and Haesolia Country Club plan to maximize synergy by creating a virtuous cycle of collaboration. Their goal is not only to revitalize the local economy by building stay-type tourism infrastructure, but also to strengthen Goseong County's global competitiveness as a special peace and economic zone.
Haesolia Country Club, the project developer, will begin by constructing a premium golf course, followed by high-end accommodation, marine leisure facilities, and a lavender art farm garden, gradually building luxury tourism infrastructure. Goseong County will support this by securing core tourism resources in the northern region and providing tailored administrative support to help revitalize the stagnant local economy.

If the tourism complex, scheduled for completion by 2034, is successfully finished, tourists entering via the Goseong section of the Donghae Expressway will be able to reach Hwajinpo in less than 10 minutes via National Route 7 and the northernmost coastal road, enjoying a world-class coastal tourism belt.
