Geumcheon District in Seoul (District Mayor Yoo Seonghun) announced on September 7 that it has attached "road occupancy permit signs" to vehicle entry and exit facilities and will strengthen public awareness campaigns regarding the use of public land, in order to systematically manage national and public administrative property and improve residents' understanding.
Public land refers to property owned by the state or local governments, including roads, rivers, and drainage channels. Anyone wishing to use such land must obtain an occupancy permit from the district. However, due to a lack of awareness among residents regarding the permit process and management system, complaints such as unauthorized occupation and damage to access roads have repeatedly occurred. In fact, there were a total of 63 complaints related to public land filed over the past year.
In response, from May to August, the district produced and installed 775 permit signs, each measuring 80 centimeters wide and 20 centimeters high, at vehicle entry and exit points. The signs display the location of occupation, permit number, and permit details. By scanning the QR code on the sign, anyone can be directly connected to the road occupancy section of the district office website to easily access a variety of information.
Additionally, the district has produced informational leaflets summarizing eligible facilities for road occupancy permits, application procedures, and permit periods. These leaflets have been made available at the district office's civil service center and neighborhood community centers. A dedicated section has also been created on the Geumcheon District website, enabling residents to conveniently check information regarding the use of public land.
Yoo Seonghun, Mayor of Geumcheon District, stated, "Through this initiative, we hope to raise residents' awareness of the legal requirements for public land occupancy permits and reduce related complaints," adding, "We will continue to prevent unauthorized road occupation and work to improve road management and residents' safety."
