Benchmarking Advanced Cities for Urban Flood Prevention
and Sustainable Water Circulation Systems
The Gwangju City Council of Gyeonggi Province’s research group, the “Carbon Neutrality and Climate Crisis Response Research Association” (led by Assemblyman Joo Imrok), conducted benchmarking activities for two days from the 3rd to the 4th by visiting Andong City and Daejeon Metropolitan City to establish sustainable water circulation systems and prevent urban flooding.

A total of 10 people participated in this field activity, including research members Assemblymen Joo Imrok, Heo Kyunghaeng, Choi Seoyoon, Oh Hyunju, Cho Yeran, Lee Juhun, and staff from the council’s secretariat.
The research group first visited the Andong Mask Dance Park to learn about the process of promoting the leading water circulation city project and cases of rainwater resource recycling facility operations, and toured sites where Low Impact Development (LID) techniques have been applied. They then visited the Saemmari Water Circulation Theme Park in Daejeon Metropolitan City to directly observe various eco-friendly facilities and management practices aimed at restoring urban water circulation.
Representative Assemblyman Joo Imrok stated, “Recently, Gwangju City has also been facing increased risks of localized heavy rainfall and flooding in low-lying urban areas. Through this benchmarking, we were able to share the experiences and expertise of advanced regions. Based on this, our research group will seek flood prevention measures and strategies to establish a sustainable water circulation system tailored to the characteristics of Gwangju City.”
The Gwangju City Council’s “Carbon Neutrality and Climate Crisis Response Research Association” plans to continue its research activities for climate crisis response and the realization of carbon neutrality, contributing to the safety and quality of life of citizens.
