The festival is held alternately each year in the Jeolla and Gyeongsang regions, establishing itself as a platform for regional cultural cooperation. This year, it is hosted by the Namhaean Namjung Region Development Council (headed by the Namhae County Governor) and organized by the Gwangyang branch of the Korean Federation of Arts and Culture Organizations.

On the first day, September 9, a commemorative ceremony will be held at the Grand Performance Hall of the Gwangyang Culture and Arts Center, attended by the heads of nine cities and counties belonging to the Namjung Region Council and local artists. This will be followed by a performance presenting the vision of the Namjung Region, marking the opening of the festival, and performances by the Gwangyang City Children's Choir and the Gwangyang City Korean Traditional Music Orchestra to wish for the festival's success.

On September 10 and 11, a variety of cultural exchange performances by local arts organizations and a choral festival will take place, along with an exhibition of over 180 works, including Korean painting, Western painting, calligraphy, and photography.

Mayor Jung Inhwa stated, "I hope this festival will serve as a platform to share each region's unique culture and the artistic worlds of local artists," adding, "I wish that, through this event, the Namhaean Namjung Region will further strengthen its close cooperation and solidarity to overcome the challenges faced by the region, such as economic downturn and population decline."

Meanwhile, the Namhaean Namjung Region Development Council is a wide-area administrative council comprising nine cities and counties in the central southern coastal regions of Yeongnam and Honam (Yeosu, Suncheon, Gwangyang, Goheung, and Boseong in South Jeolla Province; Jinju, Sacheon, Namhae, and Hadong in South Gyeongsang Province). It plays a central role in promoting joint projects that transcend administrative boundaries and regional borders, serving as a focal point for the development of the southern coastal region and for fostering harmony between the eastern and western parts of Korea.
