The Korea Local Autonomy Economic Institute (President Kim Hakmo), which carried out the project, presented a comprehensive plan under the vision of 'Yeosu, a Global Marine Tourism and Resort City,' aiming to attract 20 million tourists and achieve a tourism economic market size of 2 trillion won.

The city developed this plan by reflecting new conditions such as changes in tourism trends after COVID-19, the 2026 Yeosu World Island Expo, the opening of the Yeosu-Namhae Undersea Tunnel, and the Eleven Bridge.

To realize these goals, the city established five major strategies: sustainable growth, urban space, island-specialized tourism, revitalization of historical tourism, and global resort tourism. In addition, seven detailed areas were systematized-sustainable tourism policies, tourism resource development, designation of special tourism zones, festivals and the MICE (Meetings, Incentives, Conferences, and Exhibitions) industry, new tourism and content, attracting international tourists, and promotion and marketing-along with step-by-step implementation plans and funding strategies.

This plan especially reflects the rapidly changing tourism trends. It includes sustainable tourism utilizing local ecological resources to address the climate crisis, the development of products catering to the growing demand for travel with pets, and content projects that tell the stories of Yeosu's history and culture.

Strategies for developing island tourism resources and marine tourism content were also proposed in line with the 2026 Yeosu World Island Expo and the opening of the Eleven Bridge. At the same time, policy directions to strengthen inclusivity and sustainability were established, such as expanding citizen participation, building a performance management system, and creating a barrier-free tourism environment.

Mayor Chung Kimyung stated, "We have drawn up the big picture for the future development of Yeosu tourism," and added, "We will do our utmost to enhance execution in line with major changes such as the 2026 Yeosu World Island Expo, so that Yeosu tourism can take another leap forward."
