Pointing Out Violations of the National Finance Act and Regulations by the Ministry of Agriculture
Need for Rational Standards for Tax-Free Fuel Price-Linked Subsidies

Moon Geumju, a member of the Democratic Party of Korea representing Goheung, Boseong, Jangheung, and Gangjin in South Jeolla Province, raised questions regarding the Ministry of Agriculture, Food and Rural Affairs' violation of the National Finance Act, the need for rational standards for the fuel price-linked subsidy for tax-free fuel for facility farms, and the establishment of the Goheung Maritime Police Station, among other regional issues, at the National Assembly Agriculture, Food, Rural Affairs, Oceans and Fisheries Committee's 2024 fiscal year settlement plenary meeting held on the 26th.
The National Finance Act mandates the establishment of a Budget Execution Review Committee and stipulates strict procedures for securing reserve funds. However, it was revealed that the Ministry of Agriculture, Food and Rural Affairs did not convene the Budget Execution Review Committee even once during the execution of reserve funds for the agricultural and livestock product discount support project, which amounted to 58.7 billion won. At the plenary meeting, Assemblyman Moon pointed out this issue and called on the ministry to rectify it.
Assemblyman Moon also called on the Ministry of Agriculture, Food and Rural Affairs and the Ministry of Oceans and Fisheries to address the following: the problem of unused fuel price-linked subsidies for facility farms, the necessity of establishing the Goheung Maritime Police Station, improvements to the calculation method for support funds for the reduction of coastal fishing vessels, strengthening management and supervision of the marine debris collection support project, and support for the production of Beolgyo cockles through the expansion of tidal flat restoration projects. These measures aim to ensure stable livelihoods for farmers and fishers and to strengthen maritime security in the southern coastal region.
Assemblyman Moon emphasized, "If the Ministry of Agriculture, Food and Rural Affairs violates laws and regulations, it will lose the trust of the people," adding, "Procedures and processes must be managed transparently and explained in detail to the National Assembly and the public." He further stated, "During the regular session of the National Assembly, I will continue to thoroughly address regional issues, ensure stable livelihoods for farmers and fishers, and promote the sustainable development of the agriculture, fisheries, and livestock industries."
Meanwhile, the National Assembly Agriculture, Food, Rural Affairs, Oceans and Fisheries Committee plans to conduct a settlement review at the Budget and Settlement Subcommittee meeting on the 27th, including the issues raised during this plenary session.
