Hwaseong City Wins Encouragement Award
for Building the Nation's Largest
AI Integrated Video Surveillance System

Hwaseong City in Gyeonggi Province announced on the 26th that it received the Encouragement Award at the '2025 Gyeonggi-do Active Administration Best Practice Competition' held at the Gyeonggi Art Center Convention Hall on the 25th.


Eight cities and counties that passed the preliminary round competed in the competition, and Hwaseong City received the Encouragement Award in Group A, which included Namyangju, Suwon, and Siheung. With this award, Hwaseong City has been selected as an excellent institution for active administration in Gyeonggi Province for four consecutive years since 2022.

The city received the award for its case titled, "Nation's First and Largest Integrated Artificial Intelligence (AI) Video Surveillance System: Building a Safer City with Smart Closed-Circuit Television (CCTV)."


This system is an integrated control platform that connects all 12,887 CCTVs in the city with 100% linkage, unifying AI-based selective monitoring, a geographic information system (GIS), and a license plate search system.


Based on AI deep learning, the system automatically detects and prioritizes 16 types of situations in real time-such as loitering, crowding, falling, fire, smoke, and violence-thereby compensating for the limitations of visual monitoring systems.


In addition, by linking with GIS, the system enables immediate location identification and response in the event of an incident. It also enhances utility for related agencies by providing features such as identifying the locations of crime-related and delinquent vehicles, and estimating missing persons based on safety alert message-based object searches.



Jung Myunggeun, Mayor of Hwaseong, stated, "This award is a recognition of the city's efforts to build a safer city," and added, "We will continue our active administration to bring about changes that citizens can truly feel."
