On August 5, the National Policy Planning Committee proposed the swift construction of the President's Sejong Office as a priority task. On August 13, the five-year national governance plan was announced, officially designating the "Completion of Sejong as the Administrative Capital" as a national policy task. This declaration by the Lee Jaemyung administration, which advocates for a government based on popular sovereignty, demonstrates a strong commitment to completing the administrative capital. It raises expectations that by 2030, Sejong City will fully establish its status and stature as the administrative capital.
On August 22, Im Chaesung, Chairman of the Sejong City Council, held a press conference commemorating the 100th temporary session and stated, "The council will work closely with the executive branch and unite with citizens to ensure the unwavering completion of the administrative capital. We will do our utmost to achieve this goal."
Chairman Im added, "Since the council took its first step with the launch of Sejong City in 2012, we have done our best to carry out meticulous and responsible legislative activities that meet citizens' expectations. Building on the passion and dedication shown over these 100 sessions, we pledge to move forward together with our citizens, further and stronger."
He also announced the council's major activities. On July 23, council members visited Sojeong-myeon, which suffered from heavy rain damage, and, together with Secretariat staff, supported flood recovery efforts to help affected residents return to their daily lives. Starting July 24, a joint legislative training session for council members and staff was held over two days.
This training included mandatory legal education and programs to enhance expertise, such as pledging to practice a culture of integrity and practical strategies for conducting personnel hearings. At the end of the month, the 99th temporary session was convened to appoint a special committee for the personnel hearing of the candidate for Director of the Sejong Lifelong Education and Policy Research Institute. In August, the special committee successfully held Sejong City's first personnel hearing and adopted a report deeming the candidate "suitable."
The council's research groups also held interim report meetings to review the progress of research projects and incorporated advanced case studies and on-site feedback into policy through field visits.
Notably, after the conclusion of the first plenary session on August 25, a resolution will be adopted to "create a council that is closer to the citizens," and commendations will be awarded to organizations that have contributed to the development of legislative activities. Among the ordinances enacted or revised since 2022, three outstanding ordinances that have positively impacted citizens' lives and demonstrated legislative excellence will be selected through citizen participation. The selected ordinances will also be submitted to the Local Council Best Practices Contest.
The schedule and main agenda for the 100th temporary session were also explained.
Chairman Im stated, "The temporary session will be held for 15 days, from August 25 to September 8. The agenda includes hearing reports on actions taken regarding issues pointed out during the last regular session's administrative audit, reviewing Sejong City's second supplementary budget proposal, and deliberating on private consignment agreements and ordinance bills."
A total of 93 agenda items have been submitted: 56 ordinance bills, 30 consent bills, 1 budget bill, 1 resolution, 4 reports, and 1 urgent issue question.
At the first plenary session on August 25, five-minute speeches will be delivered by Assembly members Lee Sunyeol, Kim Chungsik, Kim Dongbin, Yoo Inho, Kim Hyunmi, and Kim Younghyun. There will also be a resolution urging national management and public use of the site of the Chungnam Forest Resources Research Institute, an explanation of the supplementary budget proposal, and a municipal administration speech.
At the second plenary session on September 8, five-minute speeches will be delivered by Assembly members Yeomijeon, Kim Hyunmi, Kim Hyeonok, Yoon Jiseong, An Sinil, and Kim Jaehyung. The committee will also process the supplementary budget proposal, ordinance bills, and consent bills that have been reviewed.
Chairman Im concluded, "This session is a special and meaningful one, marking the 100th temporary session. The council will accept the authority and responsibility entrusted by citizens with even greater humility, and we will do our utmost to ensure that the path we have walked together with our citizens continues into the future."
