Public-Private Partnership to Improve Living Conditions
Integrated Support for At-Risk Households and Prevention of Solitary Deaths in Boseong County

On August 19, Boseong County in South Jeolla Province (Governor Cheolwoo Kim) announced that it had signed a memorandum of understanding (MOU) with the Boseong Construction Machinery Cooperative (Chairman Seungho Lim), Hanyang Resource Development Co., Ltd. (CEO Kijong Kim), and Dongnam Environmental Construction Co., Ltd. (President Yeonjong Song) to improve the living environment of vulnerable groups, including households suspected of hoarding, and to prevent solitary deaths.


This agreement was initiated to address the issues faced by at-risk households, such as social isolation caused by the increase in single-person households and an aging population, as well as the spread of hoarding disorder, through joint efforts by the public and private sectors.

The goal is to establish an integrated and systematic support system, ranging from the identification of at-risk households to the disposal of waste, through agreements with each organization.


Under the agreement, Boseong County will establish a public-private cooperation system for the prevention and management of solitary deaths and will be responsible for identifying and supporting at-risk households.


The Boseong Construction Machinery Cooperative will use construction equipment to remove accumulated waste from living spaces, while Hanyang Resource Development Co., Ltd. and Dongnam Environmental Construction Co., Ltd. will be responsible for the transportation and disposal of construction waste.


Seungho Lim, Chairman of the Boseong Construction Machinery Cooperative, stated, "We will actively cooperate not only in the removal of accumulated waste but also in the identification and support of at-risk households, working to strengthen the community safety net."


Cheolwoo Kim, Governor of Boseong County, said, "I hope this agreement will lead to real change, not just remain a formality, and make our community a safer and warmer place. We will continue to strengthen our system for identifying and supporting at-risk households in everyday life, so that everyone can be happy in Boseong County."


Meanwhile, Boseong County has currently identified 42 households at risk of solitary death and six socially withdrawn individuals, and is continuously implementing programs for the prevention and management of solitary deaths.
