This project is being carried out with approximately USD 100 million in support from the Republic of Korea's Economic Development Cooperation Fund (EDCF), under the leadership of the Sangmyung University Global Creative Cooperation Center, in collaboration with the Ministry of Education of Rwanda (MINEDUC) and the Rwanda TVET Board (RTB).

The event was attended by key figures including Charles Karaki, Vice Minister of Education of Rwanda, Jung Woojin, Ambassador of the Republic of Korea to Rwanda, and Paul Umukunzi, Director General of the RTB.

Park Heungkuk, head of the Sangmyung University Global Creative Cooperation Center, who secured the project, stated, "Having been responsible for the feasibility study and now serving as the consulting lead for this project, it is personally very meaningful and a great honor for me to witness the official launch of this initiative," adding, "This project is not just about building a school, but about shaping the future of Rwanda's youth."

The goal of this Technical Workforce Development Center construction project is to establish a Center of Excellence (CoE) for vocational education, equipped with advanced AI and robotics-based equipment, modern curricula, and an industry-academia cooperation framework, targeting eight pilot TVET institutions nationwide. The project also includes comprehensive educational innovation strategies such as strengthening teacher competencies, improving operational systems, and ensuring sustainability.

During the kickoff meeting, the consulting team presented the project's implementation strategy, detailed execution roadmap, and core educational content. There was also a Q&A and discussion session with government officials and stakeholders.

In the afternoon, face-to-face working sessions were held between experts from each field and Rwandan counterparts, further solidifying the cooperative framework for the full-scale implementation of the project going forward.

This project is expected to contribute to the cultivation of technology-based talent and the establishment of an employment-linked educational environment, which are among the core goals of Rwanda's National Strategy for Transformation (NST2) and Vision 2050.
