The re-designation assessment targets cities and counties that have held lifelong learning city status for at least four years, and comprehensively evaluates the lifelong learning promotion system and project operation performance over the past three years. Haenam County achieved excellent results in both the document-based and in-person evaluations conducted among 46 cities and counties nationwide.

In particular, Haenam County laid the foundation for sustainable lifelong learning city operations by establishing the Education Foundation in 2023, and continues to run a wide range of customized learning programs for residents.

Programs such as Haenam County Residents' University, township and village literacy schools, and elementary-level certification courses have received strong responses from residents. Notably, the "Neulchan Delivery Lecture" program has established itself as a flagship initiative, offering around 200 courses annually and attracting participation from over 3,000 people each year.

This program is designed so that residents can receive customized education at their preferred time and place, and is recognized as a resident-led lifelong learning model. Haenam County is also working to develop mid- to long-term plans based on regional environment analysis and feedback collection, and is making efforts to expand learning spaces and build a digital learning environment.

Myung Hyun-gwan, Chairperson of the Education Foundation, stated, "This re-designation is an opportunity for lifelong learning in Haenam to take another step forward," and added, "We will continue to create an environment where everyone can grow together through a variety of programs tailored to residents' needs."
