"Spending and Benefits Surge"... Districts Issue 14.32 Billion Won in 'Ddanggyeyo Gift Certificates'

Fifteen districts in Seoul are significantly expanding the issuance of the local gift certificate, 'Ddanggyeyo Gift Certificate,' this month. On August 8 alone, a total of 14.32 billion won worth of Ddanggyeyo Gift Certificates will be issued across 15 districts, including Gwanak, Yeongdeungpo, Yongsan, and Gwangjin.


Including the amount to be issued in September ahead of the Chuseok holiday, the total issuance over the two months is expected to exceed 20 billion won.

The Ddanggyeyo Gift Certificate is a mobile local gift certificate issued by each district in Seoul and can be used within the public delivery app 'Ddanggyeyo,' which is operated by Shinhan Bank.


The certificate is popular because it offers significant discounts to consumers and does not charge small business owners, who are franchisees, for advertising fees, fixed fees, or entry fees, in addition to maintaining low intermediary fees. Although the platform was built by the private Shinhan Bank, unlike private services such as Baemin and Coupang Eats, no private entity profits from it, and it is highly public-interest-oriented through collaboration with local districts.


Gwanak District, which will issue the largest amount among the districts this month, secured an additional budget last month and decided to issue 3 billion won worth of Ddanggyeyo Gift Certificates. Initially, the district had planned to issue 1 billion won worth of certificates for the year. In January and June, it issued 500 million won each time, and both times the certificates sold out quickly, prompting a significant increase in the issuance amount due to the explosive response.


Gwanak District has a high proportion of single-person households, and especially a youth population ratio of 41.4%, the highest among Seoul's 25 districts. As a result, not only are there many delivery app users, but also a large number of related small business owners. According to Gwanak District, "The number of Ddanggyeyo app subscribers increased by about 28%, from 90,000 in January to 110,000 recently, and there are 3,317 affiliated stores in the district."


Yeongdeungpo District, which will issue 2 billion won worth of certificates this month, also plans to issue an additional 3.1 billion won in September ahead of Chuseok. By July this year, Yeongdeungpo District had issued a total of 1.85 billion won worth of certificates, and with the additional issuance in September, the cumulative amount will reach 6.95 billion won, the largest among the districts.


The number of Ddanggyeyo app subscribers in Yeongdeungpo District increased by 38%, from 65,649 in January to 90,821 in June, and the number of orders during the same period also tripled, from 6,671 to 17,445.


A Yeongdeungpo District official explained, "If you purchase 200,000 won worth of gift certificates, you can buy them at a 15% discount for 170,000 won. If you use the entire 200,000 won, 10% of the payment amount, or 20,000 won, is returned as cashback, and 5%, or 10,000 won, is accumulated as points. In effect, consumers pay 170,000 won and enjoy a consumption effect of 230,000 won."


Yongsan District (1.6 billion won), Gwangjin District (1.4 billion won), Gangdong District and Seocho District (1.3 billion won each), and Seodaemun District (1 billion won) will each issue more than 1 billion won worth of certificates this month alone.

Consumers of the Ddanggyeyo Gift Certificate receive an immediate 15% discount when purchasing the certificate. When making payments through the Ddanggyeyo app, they receive 10% of the payment amount as cashback and 5% as Ddanggyeyo points, resulting in a maximum discount benefit of 30%. As a public delivery app with no entry, advertising, or monthly usage fees, it applies a low intermediary fee in the 2% range for small business owners.


The gift certificates can be purchased through the 'Seoul Pay+' app, with a monthly purchase limit of up to 200,000 won per person. The holding limit is 1 million won, and the validity period is one year from the date of purchase.
