Namyangju Launches 'On-site Application' Service to Bridge Consumption Coupon Gaps

Namyangju City, Gyeonggi Province (Mayor Joo Kwangdeok), announced on August 1 that it has been actively operating the "On-site Application Service" for citizens with limited mobility, such as the elderly and people with disabilities, in relation to the livelihood recovery consumption coupon program since July 28.

This service was established to improve accessibility for residents who have difficulty applying online or offline. Under this one-stop support system, public officials visit homes and handle the entire process at once, from receiving the application form to distributing the consumption coupons.


Out of the total 754,331 eligible recipients, 697,642 people, accounting for 93%, have completed their applications. Of the 105.4 billion won distributed so far, approximately 33.7 billion won (32%) has been used, recording the highest consumption rate in the northern Gyeonggi region.


To streamline the process, the city improved the previous two-visit system to a single-visit system. In each town and district, "On-site Application Task Forces" have been formed, with teams of two composed of public officials, volunteers, and members of the local social welfare council visiting applicants.


Additionally, for residents of facilities such as nursing homes, facility managers are separately instructed to request the on-site application service.


For special recipients such as inmates in correctional facilities and soldiers on active duty, the city provides Onnuri gift certificates as an alternative. Foreign nationals and expectant mothers are also fully included in the support, and the city is making efforts to increase the application rate through various methods in addition to the "On-site Application Service."


Furthermore, town and district offices are encouraging applications by mailing out information notices, application forms, and power of attorney forms to those who have not yet applied. The Consumption Coupon Task Force Team is also analyzing data on non-applicants to implement customized promotional strategies for each target group.


Mayor Joo Kwangdeok stated, "This 'On-site Application Service' is a field-oriented, experience-based policy designed to enhance welfare accessibility, ensuring that no citizen is left behind," adding, "We will continue to provide thorough support for those who have not yet applied."


Meanwhile, the city plans to actively build a "comprehensive social safety net" by identifying welfare blind spots and connecting them to relevant departments during the "On-site Application Service" process, thereby providing tailored welfare services.
