Ulsan City to Launch Joint Public-Private On-Site Sales Activities in the Second Half of This Year

Visits to 31 Public and Private Construction Sites Planned for August and September
Promotion of Policy Supporting Subcontract Payment Guarantee Fees

Ulsan City will begin "on-site sales activities" starting in August to expand subcontracting opportunities for local construction companies.


The city plans to visit sites directly to assess the current status of subcontracting orders and to actively encourage the participation of local companies through meetings with contractors.


These sales activities will take place during August and September.


The targets of these activities are 31 construction sites where the progress rate is less than 50% or that began construction in the first half of this year. Of these, 24 are public sector projects and 7 are private sector projects.


Ulsan City, in cooperation with the local Construction Association, has formed a sales team consisting of eight members. Through site visits, the team will conduct surveys on subcontracting orders, hold interviews with site representatives, request participation from local companies, and provide information on support programs.


In particular, this time, the city will actively promote new support policies such as "support for subcontract payment guarantee fees."


Ulsan City expects that these activities will not be limited to simple visits but will lead to substantial expansion of local participation alongside institutional improvements.


To achieve this, the city plans to actively request major construction companies to ease subcontract bidding participation requirements, relax registration criteria for partner companies, prioritize the employment of local workers, and expand the use of locally produced materials and equipment.


In addition, for sites with low local company participation rates, the city will carefully analyze the causes and develop customized improvement measures. For construction processes where local companies can participate, the city will proactively provide information to increase their opportunities to win contracts.


A city official stated, "To ensure the sustainable growth and competitiveness of local construction companies, we will go beyond simple support and strengthen practical communication and institutional backing by visiting sites in person."


During the first half of this year (March to June), on-site sales activities were carried out at 60 sites, including the Gangdong Lotte Resort development project. As a result, the average subcontracting rate for all 138 projects reached 34.53%.


This figure represents an increase of 2.96 percentage points compared to the first half of the previous year (122 projects), and is considered a meaningful achievement despite the downturn in the construction market.
