Hwaseong City and LH Reopen Bid for Dongtan 2 General Hospital with Eased Payment Terms

Medical, Urban Support, and Mixed-Use Residential-Commercial Development on a 190,000 m² Package Basis

Hwaseong City in Gyeonggi Province and Korea Land and Housing Corporation (LH) are reopening the bid for an operator to establish a general hospital in Dongtan 2 New Town. The bid conditions have been eased compared to the first round in February, which ended without a successful bidder.

According to Hwaseong City on July 31, LH announced a new call for bids for the establishment of a university (general) hospital in Dongtan 2 on this day and began the process of selling the site.

The site for the bid consists of a total of four blocks, covering approximately 190,000 square meters: ▲medical facility land (Medical 1), ▲urban support facility land (Support 77), and ▲mixed-use residential-commercial land (C32·C33). The expected sale price is 888.4 billion won.

As with the first round, the bid will proceed as a package-type development, requiring the operator to develop all four blocks together. The goal is to expand the medical infrastructure of Dongtan 2 New Town through a complex development that integrates medical facilities, urban support, and mixed-use residential-commercial functions.

In this reopened bid, some requirements have been relaxed compared to the first round. The main improvements include: ▲an extended grace period for land payment, ▲reduced penalties, ▲clarified language regarding joint guarantees, and ▲relaxed requirements for mandatory participation of construction companies.

The bid will run for a total of 92 days, until October 30. After receiving letters of intent and business commitment agreements in August, the operator will be reviewed at the end of October, and the preferred negotiation partner is expected to be selected and announced in November. Jung Myung-geun, Mayor of Hwaseong, stated, "Attracting a general hospital is a core infrastructure directly linked to the right to life of our citizens," and added, "Since this has been a long-cherished wish of Dongtan 2 New Town residents, we will provide all possible administrative support to ensure the success of this reopened bid."
