AI-Generated Content Subject to Sanctions if Not Labeled
Global social media platform TikTok announced that it is investing more than $2 billion (approximately 2.76 trillion won) annually to protect teenage users and support creators.
Adam Presser, Global Head of Operations and Trust and Safety at TikTok, is explaining the company's systems and features for operating a safe platform during an online briefing on the 30th.
On July 30, TikTok held an online briefing to explain its AI-based measures and various systems aimed at protecting teenage users and creators, as well as improving digital experiences. With more than 1 billion users worldwide, TikTok is a short-form video-based social networking service (SNS) platform that has often been at the center of controversy due to sexually explicit or violent content, addictive qualities, and misinformation. Adam Presser, TikTok’s Global Head of Operations, Trust, and Safety, served as the presenter at this briefing.
He stated, “We spend more than $2 billion annually on trust and safety-related activities and operate thousands of dedicated staff,” adding, “This is one of the company’s most important priorities.” He continued, “It is a topic discussed daily in our management meetings.” Presser particularly emphasized that, given the hundreds of millions of pieces of content posted each day, TikTok identifies more than 85% of content that violates community guidelines using automated technology.
Regarding teenage accounts, Presser expressed confidence that TikTok has “built the industry’s best protection measures.” He explained that TikTok provides more than 50 features and settings to help teenagers have positive experiences and to offer parents peace of mind. First, parents or guardians can link their own accounts to their teenage children’s accounts. A new feature allows parents to see whom their child has blocked, and parents receive notifications when their child uploads a photo.

TikTok has also added the “Creator Care” mode to support creators’ active content creation. This feature not only automatically blocks comments containing offensive or inappropriate language, but also uses AI to learn from the creator’s deletion or reporting actions and customizes comment filtering accordingly. Users who repeatedly post inappropriate comments are also blocked.
In addition, TikTok has established a rule requiring creators to label AI-generated content. Presser stated, “If a creator fails to label such content, it may be subject to sanctions.” He explained that “content that is harmful or could cause misunderstanding will be considered a violation of community guidelines, regardless of whether it is AI-generated, and will be subject to removal.” He added that TikTok has adopted the ‘C2PA’ technical standard, which allows AI-generated content created on other platforms to be automatically labeled as well.
Presser emphasized, “Combining technology and human resources is essential to handle the scale of hundreds of millions of daily uploads,” and added, “While maintaining TikTok’s creativity and fun, we will enable a healthier and more responsible digital experience.”
