Measures Promised to Support Workers in Response to Employment Slowdown in Gangwon Cement Industry
The domestic cement industry is joining efforts to help overcome the deepening economic crisis in local regions. The goal is to continue the tradition of supporting local economies for over 60 years and to closely cooperate with local governments on key issues necessary for coexistence with local communities.
On July 29, the Korea Cement Association announced that it had signed a business agreement with the Gangwon Special Self-Governing Province Economic Promotion Agency to support employment stability and revitalize the local economy in the Gangwon region's cement industry.

This agreement was established to respond to the employment slowdown among cement industry partners, which are major conglomerates in Gangwon Province, and to prepare support measures for workers. It also aims to facilitate the smooth implementation of the Ministry of Employment and Labor's win-win cooperation project, the "2025 Gangwon Special Self-Governing Province Cement Industry Employment Slowdown Response Worker Safety Package Support Project."
The Economic Promotion Agency plans to focus on implementing this project, totaling 667 million won in government funding, by the end of the year. The project's goal is to provide comprehensive support so that workers at cement industry partner companies in Gangwon can enjoy stable jobs and livelihoods. Customized welfare programs?including health checkups, self-development, and leisure activity support?will be provided to 1,450 cement industry workers in the province. The cement industry intends to cooperate with the Economic Promotion Agency to take necessary measures for the long-term protection of skilled workers and stabilization of the industrial ecosystem through sustained employment.
Through this agreement, the Korea Cement Association and the Economic Promotion Agency have agreed to jointly pursue various cooperation initiatives, including: ▲ planning and operating job creation projects ▲ establishing a win-win cooperation governance system among cement industry member companies and partners ▲ sharing information on the industry’s status and employment trends. The two organizations aim to enhance the effectiveness of support projects through their cooperation and to promote job stability and improved welfare in the local cement sector.
Seo Dongmyeon, Director of the Gangwon Special Self-Governing Province Economic Promotion Agency, stated at the signing ceremony, "Through this agreement, we expect to establish a foundation for cement industry workers to work with peace of mind and to provide companies with motivation to retain their workforce, thereby achieving both regional economic revitalization and a strengthened employment safety net. We will continue to actively discover and implement customized job support projects in the province so that their impact can be directly felt on the ground."
Jeon Geunsik, President of the Korea Cement Association, said, "In order to ensure the sustainability of the cement industry amid rapidly changing industrial conditions, mutual growth with partner companies is essential. Through mutual cooperation with the Economic Promotion Agency, we hope to promote employment stability and welfare across the cement industry and make a tangible contribution to the local economy."
