Boseong County in South Jeolla Province (Governor Kim Cheol-woo) announced on the 28th that it has achieved a coupon distribution rate of 83% in the government’s Livelihood Recovery Consumption Coupon program, far surpassing both the national average (72.0%) and the South Jeolla provincial average (70.4%), marking the highest performance nationwide.


According to government statistics released on the 25th, as of that date, approximately 72% (36.43 million) of the total 36.42 million eligible recipients nationwide had completed their applications for the Livelihood Recovery Consumption Coupon, with the total distributed amount reaching 6.5703 trillion won.

From the start of the coupon application period on the 21st, Boseong County distributed approximately 6.8 billion won to 30,178 out of 36,531 eligible recipients within just seven days, achieving a distribution rate of 83% as of the 27th, ranking first in the Honam region (Gwangju, South Jeolla, North Jeolla).


Notably, while the overall distribution rate in South Jeolla Province stands at 70.4%, Boseong County is the only locality to surpass 80%, drawing national attention as a model case for both administrative responsiveness and citizen participation.


The 'Livelihood Recovery Consumption Coupon' is one of President Lee Jaemyung’s key campaign pledges, designed to stimulate local consumption and support self-employed individuals and small business owners, and is being implemented nationwide.


Boseong County attributes its top-tier distribution rate to its proactive administrative efforts, which included forecasting a surge in demand for paper-based gift certificates and preparing a sufficient supply from the outset of the program.


Additionally, reflecting the county’s high proportion of elderly residents in rural areas, the gift certificates were issued in small denominations of 10,000 won, enhancing convenience and effectiveness by making them easy for all residents to use.


Furthermore, the county formed a dedicated task force at the start of the program, set up on-site application centers in towns and villages, provided village-level guidance in cooperation with local leaders, and carried out tailored outreach including in-person visits and phone guidance for elderly residents.


Starting on the 28th, the county is expanding home delivery and encouragement activities for those who have not yet received their coupons, aiming for a 100% distribution rate among all residents. The paper-based gift certificates can be used until November 30, and information about participating merchants and usage locations is continuously provided through the county website and social media channels.


Governor Kim Cheol-woo stated, "Our meticulous preparations, aimed at ensuring that not a single resident was left out amid nationwide demand, have resulted in the highest distribution rate in the country," adding, "We will continue to do our utmost to ensure that the Livelihood Recovery Consumption Coupon becomes a practical tool that warms the lives of our residents and strengthens the local economy."
