Buyeo County Selected as Outstanding Local Government for Pledge Implementation

Grand Prize Awarded for Public-Private Cooperation in Disaster Management in Response to Climate Change

On July 28, Buyeo County in South Chungcheong Province announced that it had won the Grand Prize at the 15th 2025 National Manifesto Best Practices Competition, which was co-hosted by the Korea Manifesto Implementation Headquarters and the Gyeongbuk Research Institute on July 24.

This competition evaluated a total of 401 outstanding pledges and policy cases from 159 basic local governments nationwide. The county was highly praised for its efforts to strengthen public-private cooperation in responding to disasters caused by climate change.

In particular, the county was recognized for establishing a cooperative system between local residents and the administration to enhance disaster response capabilities in the era of climate crisis, and for operating a rapid and effective disaster response system.

Park Junghyun, the county governor, said, "I am very pleased that, following the receipt of the highest grade for two consecutive years in the 2025 pledge implementation evaluation, we have also received the Grand Prize for Best Practices in the Manifesto competition. Buyeo County will continue to take on challenges and put them into practice as a leading innovator of policy in Korea."

Meanwhile, the county has continued its achievement of winning Manifesto awards for five consecutive years through innovative policies, starting with the introduction of the circular local currency 'Goodtrae Pay' for the first time in the country in 2020, the implementation of the first social impact bond project among basic local governments in 2021, the smart farm expansion policy in 2023, and the selection for the integrated biogas facility project in 2024.
