Korean and Chinese Land Law Experts Seek Legal Solutions to Local Extinction and Urban Regeneration at Pusan National University

Improving Legal Solutions for Urban Regeneration Conflicts: Vacant Houses, Elevators, and Compulsory Land Acquisition

Land law experts from Korea and China gathered to seek legal solutions in response to the crisis of local extinction and urban regeneration challenges.


Pusan National University (President Choi Jaewon) announced on the 28th that the 17th Korea-China Land Law Symposium, under the theme "Legal Issues in Land Law Related to Local Extinction and Urban Regeneration," was held on the 25th in the main auditorium of the university's Second Law Building.


This symposium was co-hosted by the Pusan National University Law Research Institute, Southwest University of Political Science and Law in China, the Korean Land Law Association, the Chinese Land Law Association, the Korea Legislation Research Institute, the Housing and Urban Guarantee Corporation, and the Busan Bar Association.


Population decline and local extinction due to rapid low birth rates and aging are among the most serious structural issues facing Korean society. Urban regeneration policies promoted to overcome these challenges involve a variety of legal issues, including land use and management, property rights and public interest, and the resolution of legal conflicts.


The symposium featured five presentations and a comprehensive discussion on the following topics: the current status and improvement plans for vacant house management due to population decline; a comparative review of vacant house legislation in Korea and Japan; legal issues in installing elevators in existing housing; the problem of forced demolition of vacant houses and land use; and public support systems for aging small-scale multi-unit housing.


Experts from academia, the legal profession, and policy institutions?including Pusan National University, Kangwon National University, Jeju National University, Kyung Hee University, Dong-A University, the Korean National Police University, Southwest University of Political Science and Law in China, Dezhou University, Sejin Law Firm, the Korea Legislation Research Institute, and the Housing and Urban Finance Research Institute?participated in the discussion to explore practical alternatives.


Kim Hyunsoo, President of the Korean Land Law Association and professor at the Pusan National University School of Law, stated, "This symposium was a meaningful opportunity to consider the role of law in the face of urban extinction crises and to explore the legal and institutional approaches necessary for sustainable cities." He added, "By comparing the systems and cases of urban regeneration in Korea and China, we shared mutual understanding and policy insights."
