This certification is granted by the City Regeneration and Safety Association, a non-profit organization authorized by the Ministry of Land, Infrastructure and Transport. The association comprehensively evaluates companies, local governments, and public institutions based on their efforts to reduce carbon emissions and their implementation of ESG (Environmental, Social, and Governance) management practices.

According to Hanam City Council on July 25, the City Regeneration and Safety Association stated on July 22, "Hanam City Council has established its own ESG implementation plan since last year, regularly reviewed its performance on a quarterly basis, and driven substantial changes. In addition, all council members and staff of the council secretariat actively participated in ESG management. These efforts were highly evaluated, and as a result, Hanam City Council has become the first local council nationwide to be awarded the 'Low Carbon Certificate.'"

The certificate presentation ceremony, held in the small conference room on the first floor of the council building, was attended by Chairperson Geum Gwangyeon, Executive Vice President Oh Segi of the City Regeneration and Safety Association, Vice President Lee Suyeong, and Kim Doseong, Executive Director of Ecorant, who shared congratulations and the awarding of the certificate.

Hanam City Council has implemented a variety of eco-friendly policies to reduce carbon emissions.

Major activities include: △ reducing approximately 1,000 disposable cups per month by introducing a tumbler washer; △ prioritizing the purchase and use of eco-friendly products, such as energy efficiency grade 1 equipment; and △ systematic ESG management through monthly task reviews and quarterly performance analysis. By actively carrying out low-carbon and eco-friendly activities within its given environment, Hanam City Council's efforts have gone beyond formality and resulted in tangible changes, which were highly evaluated by the certifying organization.

Chairperson Geum Gwangyeon stated, "This low-carbon certification is an external recognition of Hanam City Council's ongoing efforts to practice carbon neutrality," and added, "We will continue to expand region-specific eco-friendly policies for achieving '2050 carbon neutrality' and green growth, and practice sustainable legislative activities."
