The recipients are all 26,792 residents who are registered in Sunchang County as of June 18, 2025. The amount of support varies by income group.

General residents receive 200,000 won per person (including a basic 150,000 won and an additional 50,000 won for rural areas), the second-lowest income group receives 350,000 won, and basic livelihood security recipients receive up to 450,000 won.

Applications are accepted for about eight weeks, from July 21 to September 12. Online applications can be submitted 24 hours a day through card company websites or apps, while offline applications can be made by visiting the administrative welfare center in the applicant’s registered town or township.

For onsite applications, an anonymous prepaid card is issued immediately. Applicants must bring their ID and application form, and in the case of minors, the head of household must apply on their behalf.

In particular, to prevent congestion during the first week of applications, a day-of-the-week system based on the last digit of the applicant's birth year will be implemented. Those whose birth year ends in 1 or 6 can apply on Monday; 2 or 7 on Tuesday; 3 or 8 on Wednesday; 4 or 9 on Thursday; and 5 or 0 on Friday.

The distributed consumption coupons can be used at small businesses in Sunchang County with annual sales of 3 billion won or less. They can be used like cash at various types of businesses, including local marts, traditional markets, restaurants, cafes, hair salons, and optical shops. However, they cannot be used at large marts, department stores, or entertainment and gambling establishments.

County Governor Choi Youngil said, "I hope the Livelihood Recovery Consumption Coupon will serve as a practical means of support for residents and become an opportunity to invigorate the local economy," adding, "We will focus our administrative efforts to ensure there is no inconvenience in the application and use of the coupons."
