[Law Firm News] Hwawoo Law Firm Appoints Former Busan Police Chief Kyumoon Lee as Advisor

Hwawoo Law Firm (Managing Partner: Myungsoo Lee) has appointed Kyumoon Lee, former Commissioner of the Busan Metropolitan Police Agency who served in the police force for 35 years, as a legal advisor.


Additionally, Byungchul Song, former Chief Expert at the National Assembly’s Foreign Affairs and Unification Committee, and Kyungok Song, former Head of Compliance Audit at United Asset Management Co. and formerly with the Financial Supervisory Service, have joined as advisor and partner attorney, respectively.

Recently, Hwawoo has recruited a large number of experts in investigation, legislation, and policy finance, including Heewoong Yoon, the industry’s leading deal maker and managing partner; Jaejin Shim, an international tax expert and foreign attorney; Joohyung Lee, former attorney at the Electronic Finance Supervision Bureau of the Financial Supervisory Service; Sungyoon Na, former attorney at the Bank Supervision Bureau 2 of the Financial Supervisory Service; Chiyeol Kim, former attorney at the Corporate Group Merger Policy Division of the Fair Trade Commission; and Jaechul Na, former Chairman of the Korea Financial Investment Association.


Hwawoo stated, “By strengthening an integrated advisory system that goes beyond simple legal counsel to include legislation, policy, and regulatory easing, we have secured practical response and strategic consulting capabilities for the complex risks companies are currently facing.”


Kyumoon Lee, former Commissioner, has joined as an advisor to the Criminal Response Group. He is recognized as an investigation expert with extensive and in-depth experience in police investigation and command.


A graduate of the National Police University’s Department of Law, he developed investigative capabilities through roles such as Head of the Seoul Metropolitan Police Agency’s Major Crimes Unit, Chief of the Seoul Suseo Police Station, and Head of the Criminal Affairs Division at the Seoul Metropolitan Police Agency. From 2018, he served as Director of Investigation Planning and Director of Investigations at police headquarters, followed by positions as Commissioner of the Daejeon Metropolitan Police Agency, Deputy Chief of Investigations at the Seoul Metropolitan Police Agency, and Commissioner of the Busan Metropolitan Police Agency.


With Lee’s addition, Hwawoo expects to significantly enhance its on-site investigative response and expertise, as well as strengthen compliance and networking with investigative agencies. In particular, his experience in strategic investigation planning and facilitating smooth communication and coordination within the police is expected to substantially upgrade Hwawoo’s competitiveness in criminal response.


Byungchul Song, appointed as an advisor to the Hwawoo GRC (Government Relations Consulting) Center, is a core expert in legislative and fiscal policy, having graduated from Korea University’s Department of Public Administration and passed the legislative examination. Over more than 30 years at the National Assembly Secretariat and related institutions, he has overseen legislation and budget policy. He has served as media officer at the National Assembly Secretariat, legislative investigator for the Intelligence Committee, and public relations officer. Since 2007, he has held positions as Head of Economic Budget Analysis at the National Assembly Budget Office, legislative investigator for the Planning and Finance Committee, senior expert for the Planning and Finance Committee, and Director of Budget Analysis at the National Assembly Budget Office.


After concluding his public service career in 2024 as senior expert for the National Assembly’s Security and Public Administration Committee, Health and Welfare Committee, Land, Infrastructure and Transport Committee, and Foreign Affairs and Unification Committee, he now serves as a legislative support committee member at the National Assembly Secretariat’s Legislative Office and as a civilian member of the Korea Expressway Corporation’s Financial Risk Management Committee.


Song’s addition is expected to further strengthen the capabilities of the Hwawoo GRC Center. Having played a leading role in the enactment and amendment of laws in various industries such as land, healthcare, taxation, and finance, Song has an exceptional understanding of the legislative process and is expected to play a key role in legislative consulting for companies and budget planning for related projects.


Kyungok Song, who has joined as a partner attorney in the Financial Group, is an expert with over 15 years of experience in financial supervision and policy finance, including policy-driven restructuring. She graduated from Seoul National University with a degree in political science and a master’s from the law school, and passed the 49th bar exam.


She joined the Financial Supervisory Service in 2013, serving in the Savings Bank Supervision Bureau, Financial Investment Compliance Inspection Bureau, and Investigation Planning Bureau, where she developed strong practical skills across licensing, inspection, and investigation. She was also the first female dispatched to the Presidential Office’s Legal Affairs Secretary’s Office from the Financial Supervisory Service, where she was recognized for her expertise in providing legal advice to economic and financial ministries.


While at the Financial Supervisory Service in 2011, she handled prompt corrective actions and bridge bank management (including changes in major shareholders and mergers) for insolvent savings banks during the savings bank crisis, and accumulated experience in restructuring insolvent financial institutions. She also served as Head of Compliance Audit at United Asset Management Co., the agency responsible for NPL and corporate restructuring, where she gained experience in restructuring workouts and rehabilitation companies.


Currently, Song serves as Team Leader for Public Institution Management Evaluation at the Ministry of Economy and Finance and as an adjunct professor at Sogang University’s Graduate School of Business. Drawing on her diverse and extensive practical experience, she plans to advance Hwawoo Financial Group’s advisory services in financial supervision, restructuring, and public policy, and to strategically expand Hwawoo’s capabilities in policy finance.
