[Profile] Koo Hyukchae Appointed as 1st Vice Minister of Science and ICT, Policy Expert Leading the Popularization of Science and Technology

On July 14, Koo Hyukchae, Director-General for Planning and Coordination, was appointed as the 1st Vice Minister of Science and ICT. Koo is recognized as an expert in science and technology policy, having led the popularization of science and technology through his experience in basic research policy, talent policy, and planning.

He was born in Seoul in 1972. After graduating from Kyungmoon High School and the Department of Electrical Engineering at Hanyang University, he earned a master's degree in Technology Management from the University of Warwick in the United Kingdom and a doctorate in Science and Technology Policy from Hanyang University.

Koo entered public service in 1994 as the top scorer in the 30th National Technical Examination. He has served as Director-General for Future Talent Policy and Spokesperson at the Ministry of Science and ICT, as well as Director-General for Basic Research Policy. Since September 2023, he has held the position of Director-General for Planning and Coordination.

Kang Yoojung, spokesperson for the Presidential Office, explained the appointment by stating, "He is a figure who has made significant efforts toward the popularization of science and technology and the cultivation of talent."
