Personal Information Registration System Explained
A man who is required to register his personal information due to a history of sexual offenses was fined for failing to report changes to his information and for refusing to be photographed.
According to Yonhap News, on July 13, the Busan District Court Dongbu Branch Criminal Division 3 (Judge Noh Haengnam) sentenced Mr. A, who was indicted on charges of violating the Act on Special Cases Concerning the Punishment of Sexual Crimes, to a fine of 2 million won.
According to the court ruling, Mr. A was convicted in 2015 of committing forcible molestation against children and adolescents. As a result, he became subject to mandatory registration of personal information.
If there is any change in his registered information, Mr. A is required to report it to the police station with jurisdiction over his address within 20 days. He was accused of failing to report the termination of his mobile phone service in September 2020.
From 2019 to 2023, Mr. A was required to appear annually at the police station with jurisdiction and have photographs taken of his upper body from the front, left, and right sides. However, he was brought to trial for failing to properly appear for five consecutive years.
Meanwhile, the "Sex Offender Personal Information Registration System" is a system in which the government registers and manages the personal information of individuals convicted of sexual offenses. The purpose is to prevent sexual crimes and to ensure the safety of the local community.
The disclosure of personal information involves making the sex offender's name, age, facial photograph, address, and actual place of residence available on a website operated by the Ministry of Justice for a certain period. The aim is to allow the general public to access this information so that an unspecified number of citizens can view it.
The notification of personal information is a system in which information about specific sex offenders is directly sent by mail to certain households or institutions. The main recipients are legal guardians or representatives of children and adolescents, kindergartens, daycare centers, and elementary schools. This system is intended to prompt direct protective measures within the community and to raise awareness among those nearby.
