The meeting was attended by officials from related departments such as the Economic and Labor Policy Division, Welfare Policy Division, Public Relations Office, General Affairs and Saemaeul Division, Budget and Legal Affairs Division, as well as field managers from towns, townships, and neighborhoods. They shared the project implementation system, the roles of each department, matters requiring cooperation, and collected opinions.
The government will provide the 'Livelihood Recovery Consumption Coupon' to all citizens, ranging from 150,000 won to a maximum of 550,000 won per person, to support domestic demand recovery and the livelihood economy. Applications and distribution are scheduled to begin on the 21st.
In response, since the 7th, the city has formed a dedicated task force led by the Vice Mayor and has begun operating under a three-team system: the General Planning Team, the Administrative Support Team, and the Field Response Team.
According to the government's differentiated support policy, Pohang citizens, as residents of a non-metropolitan area, will receive a first round of payments ranging from 180,000 won to a maximum of 430,000 won per person. The second round of payments will accept applications starting September 22, providing an additional 100,000 won to 90% of the national population.
The task force consists of the General Planning Team, Administrative Support Team, and Field Response Team. Their roles are divided among overall project management, establishing implementation plans, preparing payment methods, budgeting, handling civil complaints, operating information systems, managing application reception, and providing outreach services for close support to residents.
In particular, the city is preparing staffing standards for smooth operations at the town, township, and neighborhood level, and is swiftly recruiting and training temporary support staff.
A 'visiting application service' will also be provided for residents with mobility difficulties, such as the elderly or people with disabilities.
Additionally, the city will actively inform citizens about affiliated local gift certificate merchants and credit/debit card acceptance locations by distributing 'available store stickers' and other guidance materials. The city also plans to collect and report daily progress until September 12 after the distribution, to closely monitor the situation on the ground.
Vice Mayor Jang Sanggil stated, "All departments will work organically around the task force so that the distribution of consumption coupons can provide real vitality to the stagnant local economy," and added, "We will mobilize all administrative resources to ensure there is no inconvenience in applying for the consumption coupons, and will do our utmost to promote full usage by the November 30 deadline to stimulate domestic demand and encourage consumption."
