Namdong-gu in Incheon is signaling a new landscape through the redevelopment of its old downtown and the development of new public housing districts. The district plans to accelerate the realization of a self-sufficient city with a population of 550,000 by focusing on revitalizing the old downtown and establishing related infrastructure, based on an expected population inflow of over 50,000 more residents than at present.
According to Namdong-gu on July 9, a total of seven apartment complexes in the area?Mansu Jugong Apartment (complexes 1 to 6), Shinsegye Apartment, Hanjin Apartment, Geukdong Apartment, Hyosung Sang-A Apartment, Sindonga Apartment, and Kumho Apartment?are currently pursuing reconstruction projects.
Mansu Jugong Apartment (6,866 units), which received a reconstruction determination in February last year, completed its application to propose a maintenance plan in April this year and will form an environmental impact assessment council this month. The district plans to accelerate the project by conducting re-deliberations on the establishment of the maintenance plan and designation of the maintenance area in August, followed by collecting residents' opinions in October. Upon completion, the project is expected to provide 10,806 units and accommodate an estimated population of 26,366.
Shinsegye Apartment (701 units) is scheduled to apply for maintenance area designation in October this year, while Hanjin Apartment (600 units) began a detailed safety inspection in May. Geukdong Apartment (760 units) has completed its detailed safety inspection and is preparing to propose a maintenance plan. In addition, Hyosung Sang-A Apartment (720 units), Sindonga Apartment (750 units), and Kumho Apartment (630 units) are also proceeding with reconstruction after undergoing safety inspections and other necessary steps.
Redevelopment projects that will inject new vitality into the old downtown are also gaining momentum. The area around Sangincheon Elementary School (2,568 units) is scheduled to begin construction in November this year, with completion targeted for March 2029. Ganseok Seongrak Apartment (469 units), which began construction in April 2022, is expected to be completed in November this year.
Furthermore, 11 areas, including Guwol 349 District, have been designated by Incheon City as redevelopment candidate sites, and efforts are being concentrated on the initial stages of project implementation. The district is currently conducting maintenance planning and designation services for redevelopment projects in Guwol 349 District (around 349 Guwol-dong), which has been designated as the first candidate site, and Mansu 2 District (around 944-3 Mansu-dong).
In addition to old downtown regeneration, the creation of residential complexes through new housing site development is also anticipated. The Guwol 2 Public Housing District development project, which is about to commence in earnest, will supply a total of 15,977 units on a site of approximately 670,000 pyeong, representing a mini new town-scale housing development. This is expected to bring in about 39,000 new residents. The district aims to begin site development in 2029 and complete the project by 2032.
The plan is to develop the area not as a simple bedroom community, but as a 'self-sufficient city' integrating workplaces, residential, commercial, and cultural functions. The district is working in consultation with Incheon Urban Corporation and others to ensure that this area becomes the best residential space and a central symbol of Incheon.
Namdong-gu Mayor Park Jonghyo stated, "To realize the vision of a self-sufficient city with a population of 550,000, we will actively support not only the reconstruction and redevelopment projects but also the Guwol 2 District public housing development project." He added, "Based on pleasant urban infrastructure, we will make Namdong-gu a place where the population continues to grow, jobs are abundant, and the quality of life improves."
