Suncheon City in South Jeolla Province, led by Mayor Noh Gwan-gyu, has formulated the largest-ever supplementary budget in its history to accelerate efforts for stabilizing livelihoods and revitalizing the local economy.


Through the first supplementary budget proposal for 2025, the city has increased the budget by 240.2 billion won, bringing the total to 1.7171 trillion won. This proposal was submitted to the Suncheon City Council on July 7. This represents a 16.3% increase compared to the original budget, making it the largest single supplementary budget to date. The general account increased by 9% to 1.4014 trillion won, while the special account rose by 65.1% to 315.7 billion won.


This supplementary budget maintains the focus on strengthening the three key areas of 'livelihood, economy, and urban competitiveness' that were pursued in the original budget, while placing greater emphasis on enhancing citizens' quality of life and supporting local economic recovery in a more comprehensive manner. In particular, the city expects to create a synergy effect through proactive fiscal management in line with the central government's large-scale supplementary budget.


The supplementary budget includes a significant allocation for revitalizing small businesses and neighborhood commercial districts. Suncheon City plans to invigorate the local economy by allocating 5 billion won to support the issuance of Suncheon Love Gift Certificates, 400 million won for public utility bill support for small eateries, 300 million won for promotion and marketing of the public delivery app 'Meokgaebi,' and 200 million won for the creation of specialized streets in the original downtown area.


The welfare sector also includes funding aimed at improving citizens' quality of life. The budget contains 2.7 billion won for the construction of the Northern Senior Welfare Town, 2.6 billion won for childcare fee support for infants and young children, 1 billion won for establishing a regional cerebrovascular disease center, 400 million won for temporary special support for youth monthly rent, and 300 million won for expanding senior employment opportunities.


There is also notable funding for promoting the agriculture, livestock, and fisheries industries and revitalizing rural communities. The city plans to support the agricultural and fisheries sector by investing 400 million won in on-site technical support for facility-grown vegetables, 400 million won for joint pest control in rice paddies, 300 million won for building eco-friendly agricultural product production and distribution infrastructure, and 200 million won for the Women's Farmer Happiness Voucher program.


Additionally, to improve urban living conditions and strengthen competitiveness, the city will steadily pursue major projects such as 106.3 billion won for the Yeonhyangdeul Urban Development Project, 10.3 billion won for the Namhaean Namjung Region Integrated Sports Park, 4.2 billion won for the construction of the new city hall cultural station, and 3.5 billion won for the construction of administrative welfare centers in Deokyeon-dong and Jungang-dong.


Mayor Noh Gwan-gyu stated, "This supplementary budget focuses on more meticulously supplementing the strategies for strengthening livelihoods, the economy, and urban competitiveness that began with the original budget," adding, "Together with the government’s supplementary budget, we will do our utmost to stabilize livelihoods and revitalize the local economy."


Meanwhile, the first supplementary budget proposal is scheduled to undergo review and be finalized at the Suncheon City Council plenary session on July 25.
