The special prosecutor team led by Cho Eunseok, which is investigating the internal and external conspiracy cases related to the 12·3 Martial Law, summoned and questioned former Senior Secretary for Civil Affairs Kim Juhyun and former Deputy Chief of the Presidential Security Service Kim Sunghoon.


Kim Sunghoon appeared before the special prosecutor team and was questioned until 1:30 a.m. on July 4, after which he returned home. Kim Juhyun returned home at around 10 p.m. the previous day.


Kim Juhyun is known to have been involved in drafting post-cabinet meeting documents regarding martial law after the lifting of the 12·3 Martial Law. The special prosecutor team reportedly questioned Kim Juhyun, who closely assisted former President Yoon Sukyeol, about the process of the proclamation and lifting of martial law, the circumstances surrounding the drafting and subsequent disposal of the proclamation, and suspicions related to a meeting at the presidential safe house.


The special prosecutor team is focusing on clarifying the specific discussions that took place during the meeting at the presidential safe house on December 4, 2024, the day martial law was lifted. The meeting was attended by Kim Juhyun, former Minister of Justice Park Sungjae, former Minister of the Interior and Safety Lee Sangmin, among others.


Kim Sunghoon is suspected of having obstructed the execution of an arrest warrant for former President Yoon Sukyeol by the Corruption Investigation Office for High-ranking Officials and others in January, and of deleting secure phone call records of key officials immediately after martial law, under the direction of former President Yoon Sukyeol.


The special prosecutor team is reported to have investigated the facts related to the allegations that former President Yoon Sukyeol obstructed the execution of an arrest warrant by the Corruption Investigation Office for High-ranking Officials, and that he ordered the deletion of secure phone records.
