Gyeonggi Province Holds Public Hearing on Comprehensive Development Plan Amendment

Gyeonggi Province held a public hearing on July 2, 2025, at the Pyeonghwanuri Hall of the Northern Office of Gyeonggi Provincial Government, with local residents, experts, and city and county officials in attendance, to discuss the "Comprehensive Development Plan Amendment for Areas Surrounding U.S. Military Bases in Korea."

The public hearing was organized to more effectively adjust and supplement the plan by reflecting changes in development conditions and policy demands for the returned base areas and surrounding regions. Participants presented a variety of opinions and discussed the local situation and future directions for regional development.
Gyeonggi Province conducted a survey of project amendment needs targeting 164 towns, townships, and neighborhoods in 21 cities and counties within the province. As a result, a total of 55 amendment requests, amounting to approximately 14.5661 trillion won, were received from 10 cities and counties and reflected in this amendment proposal. Of these, 12 are development projects for returned base areas, and 43 are support projects for surrounding areas.
The amendment includes 12 development projects for returned base areas, such as Uijeongbu Camp Red Cloud and Hwaseong-si Camp Kuni Air Ranger, as well as 43 support projects for surrounding areas, including the revitalization of the old downtown in Dongducheon and the creation of the Hantangang Complex Tourism District in Pocheon-si.
In particular, some projects have shifted from public development to public-private joint development models, and the focus has changed from logistics-centered projects to high value-added projects such as IT clusters and tourism complexes.
The support projects for surrounding areas mainly consist of living social overhead capital (SOC) such as complex cultural facilities, industrial complexes, tourism infrastructure, and the expansion of parking lots and roads. Some existing projects have been excluded or adjusted according to changes in circumstances.
By city and county, Uijeongbu-si amended a total of 11 projects, including the establishment of a cluster to attract IT companies, the construction of public office buildings, and park and residential development projects. Dongducheon-si focused on projects that directly benefit residents, such as the construction of an indoor ice rink, traditional market parking lots, and an arts and culture center.
Hwaseong-si plans to convert an existing residential complex into a marine theme park tourism complex based on private-sector proposals, aiming to achieve both project feasibility and regional revitalization. Paju-si included 11 large-scale projects such as urban development, expansion of industrial complexes, and the Imjingang tourism project.
Hanam-si plans to convert the development method of Camp Colbern to a public-private joint approach, while Pocheon-si is focusing on improving the local living environment by promoting nine projects centered on the Hantangang Complex Tourism District, including road expansion, parking lots, and a community center.
In addition, Yeoncheon-gun adjusted its development plan to include a pet theme park, Yangju-si included living culture facilities, and Yangpyeong-gun and Icheon-si revised their plans to expand infrastructure.
Gyeonggi Province plans to comprehensively review the opinions of residents and experts gathered during this public hearing, finalize the amendment to the comprehensive development plan, and submit it to the Ministry of the Interior and Safety by the end of July 2025.
