Customized Talent Placement
Enhancing Administrative Competitiveness

Yangsan City in South Gyeongsang Province carried out its regular personnel appointments for the second half of 2025, effective as of July 4, 2025.

The personnel changes involve a total of 349 individuals, including 44 promotions (2 at grade 4, 6 at grade 5, 9 at grade 6, and 27 at grade 7 or below), 229 transfers, and 31 new appointments.

This round of appointments focused on appropriately balancing job series and gender according to the nature of each position, and placing talented individuals with expertise and competence in the right roles. The aim was to accelerate key priority projects in the second half of the year and achieve efficient organizational management.

In particular, to dynamically advance major pending projects such as the 30th anniversary of the city's elevation next year, the "2026 Visit Yangsan Year," the Hwayeagang Renaissance Project, the construction of a metropolitan transportation network, the development of cultural, sports, and tourism infrastructure, and youth job support, the city assigned fresh and capable talent to key positions. In addition, managers with proven abilities were selected by comprehensively considering expertise, leadership, and flexibility.

It is also noteworthy that, prior to the regular personnel appointments, the city improved its personnel management system to actively reflect employees' preferred departments and grievances. By assigning staff to their desired departments and addressing their concerns, the city aimed to increase organizational satisfaction, and such efforts are expected to ultimately drive the provision of better administrative services to citizens.

Furthermore, the appointment of 31 new public officials is expected to fill many of the vacancies caused by leaves of absence and voluntary resignations, thereby alleviating the workload of current staff. The newly appointed officials include 15 in administration, 3 in taxation, 1 in library services, 4 in engineering, 3 in medical technology, 2 in nursing, 2 in facilities, and 1 in broadcasting and communications, totaling 31 individuals across 8 job series. An appointment ceremony is scheduled for July 3.

Mayor Na Dongyeon stated, "Through these appointments, we expect to secure organizational dynamism and accelerate the progress of major pending projects," adding, "We will continue to pursue personnel administration that communicates and empathizes with employees, while further strengthening trust with citizens to ensure sustainable growth."
