Gyeonggi Province to Conduct Taxi Management and Service Evaluation... Incentives for Outstanding Companies

QR Code Survey for Residents Begins on July 7
Incentives Offered for 38,000 Corporate and Private Taxis

On July 2, Gyeonggi Province announced that it will conduct the "2025 Gyeonggi Province Taxi Management and Service Evaluation" to enhance transportation convenience for residents and improve the quality of taxi services. The province also urged residents to participate in the taxi QR code survey.

The evaluation will target 185 corporate taxi companies and a total of approximately 38,000 corporate and private taxis in the province, and will include monitoring assessments, customer satisfaction surveys, and management evaluations.

Based on the evaluation results, the province plans to select outstanding taxi companies and city/county private taxi associations, awarding a total of 1.5 billion KRW in incentives on a differential basis. Notably, starting this year, the evaluation cycle has been changed from once every two years to once a year following a related ordinance revision, aiming for more continuous and systematic service improvement.

The core of this year’s evaluation is the resident participation "QR code monitoring survey," which will be conducted for about two months from July 7 to September 7. Gyeonggi Province will attach survey guide notices in all taxis so that anyone using a taxi can participate in the survey via QR code. The survey will assess overall taxi services, including friendliness, vehicle cleanliness, driving attitude, and fare satisfaction, with a target of collecting over 5,300 responses.

For corporate taxis, a comprehensive evaluation will be conducted in three areas: "monitoring survey," "user satisfaction survey," and "management status evaluation." For private taxis, the scores from the "monitoring survey" and "user satisfaction survey" will be combined for the overall evaluation.

The "monitoring survey" will be conducted using both a method where professional surveyors ride and evaluate taxis directly and a QR survey method in which residents participate, thereby increasing both objectivity and participation. The "management status evaluation" will be based on quantitative indicators such as the company’s financial status, compliance with regulations, and welfare conditions.

Based on the evaluation results, the province plans to select the top 45 corporate taxi companies and the top 10 city/county private taxi associations as outstanding companies and provide them with incentives. Starting this year, the evaluation method has been improved to move away from a ranking-based approach and expand evaluations by large, medium, and small company size, thereby providing more practical motivation to small and medium-sized companies.

Gyeonggi Province plans to announce the final evaluation results, including the results of this monitoring survey, in October. The province also intends to improve the overall evaluation system by strengthening the assessment of traffic accident rates and expanding evaluations by company size, aiming to develop a fairer and more objective evaluation system.

Kim Sunghwan, Director of Taxi Transportation at Gyeonggi Province, said, "The QR code survey introduced this year will become an important channel for residents to directly evaluate taxi services. We hope that more residents will participate in the survey, and based on this, we will drive qualitative improvements in taxi services and bring about real changes on the ground."
