Approximately 150 people attended the event, including Mayor Park Hyungdeok, Kim Seungho, chairman of the Dongducheon City Council, city and provincial council members, commanders of nearby military units, and local residents. The ceremony proceeded in the following order: opening declaration, project progress report, awards for distinguished contributors, congratulatory speeches, ribbon-cutting ceremony, and a tour of the facility.

The Saengyeon Gongyunuri Center was built after being selected in 2022 as part of a development project for special situation areas by the Ministry of the Interior and Safety. Of the total project cost of 11 billion won, 8 billion won was subsidized by the national government. The center was established in an area previously crowded with vacant and abandoned houses, and is intended as a living convenience and leisure space for both residents of the old downtown and military personnel working or residing in Dongducheon. It was created as a space for civilian-military coexistence.

Mayor Park Hyungdeok stated, "I am very pleased that the Saengyeon Gongyunuri Center, designed for residents of the old downtown and military personnel, has opened. Moving forward, we will continue to steadily promote various projects that empower our citizens."

The Saengyeon Gongyunuri Center (13, Gangbyeon-ro 420beon-gil) features amenities such as a lounge for military personnel, a fitness center, a community cafe, and a local tool rental shop. In addition, the Dongducheon City Urban Regeneration Support Center and the Dongducheon City Volunteer Center will be relocated to and operated from this facility.
