Gyeonggi Province to Launch Nation's First Deliberative Climate Policy Forum, "Climate Citizens' Assembly," on June 30

The "Gyeonggi Climate Citizens' Assembly," the nation's first legislated deliberative forum for climate policy based on direct democracy, is being launched.


The Climate Citizens' Assembly is a deliberative forum established in accordance with the "Gyeonggi-do Basic Ordinance on Carbon Neutrality and Green Growth for Responding to the Climate Crisis," which was enacted in January 2025.


On June 30 at 10:30 a.m., Gyeonggi Province will hold an inauguration ceremony for the Climate Citizens' Assembly at the Siheung Eco Center, with Gyeonggi Governor Kim Dongyeon and Gyeonggi Climate Ambassador Kang Geumsil in attendance. During the ceremony, 120 residents will be officially appointed as members of the Assembly.


Governor Kim Dongyeon plans to engage with attendees on the Assembly’s slogan, "Korea's First Climate Policy Conference Made by Citizens," sharing a variety of questions and opinions on this agenda.


The 120 residents appointed as members of the Assembly will join one of six working groups according to their preferences: ▲ Energy Transition ▲ Climate Gap ▲ Consumption and Resource Circulation ▲ Climate Economy ▲ Urban Ecosystem ▲ Future Generations.


Until December 15, participating members will engage in learning and deliberative discussions on the topics assigned to each group. Through this process, they will identify climate policies with strong social consensus and tangible impact?such as the expansion of renewable energy sources like solar and wind power, and the transition to eco-friendly industrial structures?and recommend these policies to Gyeonggi Province.

The Siheung Eco Center, where the inauguration ceremony is being held, is designed with various eco-friendly architectural elements for carbon neutrality, including rooftop solar panels, building-integrated photovoltaics, geothermal energy, rooftop greening systems, and green curtains.


To reduce carbon emissions, all certificates of appointment and banners used at the event were made from upcycled materials?which go beyond recycling to add new value?and biodegradable fabrics free of harmful substances. Notably, Gyeonggi Province will present the Assembly members with environmentally friendly certificates made from recycled paper embedded with moss.


On this day, Gyeonggi Province will also introduce the "Top 10 Climate Agendas Desired by Gyeonggi Residents for the New Government," which was identified through a survey of 8,577 residents who are part of the province's online opinion panel, conducted from June 19 to June 23.


Meanwhile, from June 9 to June 20, Gyeonggi Province recruited Assembly members using both the Climate Action Basic Income app and the RDD (Random Digit Dialing) method.


From among 340 respondents who expressed interest via RDD and 4,159 applicants through the Climate Action Basic Income app, 120 final members were randomly selected, taking into account age, gender, occupation, education, and place of residence.
