Over 114,000 visited temporary mobile worker shelters last year
Aiming to establish 20 temporary mobile worker shelters by 2026
On June 26, Gyeonggi Province opened the "Gwangmyeong Temporary Shelter for Mobile Workers" near Ssamsi Park in Haan-dong, Gwangmyeong City.
This newly opened shelter is the 15th temporary shelter established by Gyeonggi Province and was implemented as part of the province's core policy under the 8th popularly elected administration to enhance the welfare of mobile workers.
Mobile workers engaged in platform-based jobs such as delivery, substitute driving, and parcel delivery often have irregular break times and lack dedicated spaces, making the establishment of shelters necessary. In response, Gyeonggi Province began installing temporary shelters for mobile workers in 2023 and is aiming to establish a total of 20 locations (32 including hub-type shelters) by 2026.
The Gwangmyeong temporary shelter consists of a container booth of approximately 27 square meters and is equipped with various amenities, including air conditioning and heating, wireless internet, hot and cold water dispensers, sofas, and a TV. It operates 24 hours a day, year-round, with an unmanned monitoring system, allowing anyone to use the facility freely after personal authentication without a separate application.
Gwangmyeong City is already operating one hub-type shelter (in Cheolsan-dong) and one temporary shelter (at Gwangmyeong Station in Iljik-dong). The newly opened shelter near Ssamsi Park in Haan-dong is located close to large apartment complexes, academies, hospitals, and franchise-centered neighborhood commercial areas, which the province expects will lead to high utilization rates.
Gyeonggi Province expects that the opening of this shelter will contribute to protecting the rights and interests of mobile workers and improving their poor working conditions. In fact, as of the end of 2024, out of a total of 371,516 shelter visitors, 234,011 (63%) used temporary shelters, demonstrating the high efficiency and demand for such facilities.
This year, four additional temporary shelters will be established, including in Gwangmyeong, Yongin, Ansan, and Hwaseong. Following the opening in Gwangmyeong, the remaining locations are also scheduled to open in July.
Cho Sanggi, Director of the Gyeonggi Province Labor Rights and Interests Division, stated, "Through the operation of the Gwangmyeong Mobile Worker Shelter, we will create an environment where mobile workers can work more safely and healthily," adding, "We will continue to expand shelters throughout Gyeonggi Province to further enhance the rights and welfare of mobile workers."
