On June 25, Hongseong County in South Chungcheong Province announced that it will implement its third organizational restructuring under the eighth popularly elected administration as of July 1, in response to the recent population increase following the recovery of its population to 100,000 and the ongoing urban expansion.


The restructuring plan focuses on reorganizing the administration to match the scale of a 100,000-person population, establishing a foundation to meet future administrative demands, and providing significantly improved administrative services.


The most notable change is the transition to a four-bureau system. The existing three bureaus will be expanded to four with the establishment of the Bureau of Culture and Welfare. This is the first new bureau to be created in four years since 2021.


The Bureau of Administration and Welfare will be renamed the Bureau of Administration and Safety to highlight the increasingly important safety management function. It will be responsible for comprehensive administrative support and professional disaster and safety management, aiming to create an efficient organization and a safer city.


The newly established Bureau of Culture and Welfare will divide the existing Department of Culture and Tourism into the Department of Cultural Heritage and the Department of Sports and Tourism, thereby enhancing the specialization of each function. At the same time, it will integrate welfare functions to lead the improvement of resident welfare.


The Bureau of Economy and Agriculture will combine departments related to economy, agriculture, livestock, forestry, and fisheries to further strengthen the connectivity of tasks and policy execution, thereby promoting the revitalization of the local economy.


The Bureau of Regional Development will establish a new Department of Transportation to respond to increasing transportation demand, including public transportation policies, parking lot development, and vehicle registration. It also plans to enhance urban competitiveness through urban regeneration, building permits, and infrastructure expansion.


In addition, a Population Strategy Officer position will be created to strengthen coordination with population agencies at the central government and Chungnam Province levels, and to establish a foundation for developing and implementing customized population policies tailored to local conditions. This office will oversee complex population issues such as women, childcare, and multicultural affairs, and will take the lead in implementing core policy objectives to address the crisis of local extinction.


In Hongbuk-eup, where the population has surpassed 35,000, three new departments?General Affairs, Resident Affairs, and Development?will be established, along with two new teams?Resident Support and Construction?to enable a more rapid response to the rapidly increasing civil complaints and development demands.


With this organizational restructuring, Hongseong County will have an administrative structure consisting of: ▲ 4 bureaus, 4 officers, 20 departments, and 113 teams at the main office ▲ 1 bureau and 3 teams at the council ▲ 2 direct agencies with 5 departments and 27 teams ▲ 2 business offices with 8 teams ▲ 3 towns and 8 townships with 6 departments and 56 teams. The number of public officials will increase by 14, from 924 to 938.
