Yongsan District Selects and Awards Exemplary Public Officials for Proactive Administration, Including 'Real-Time Smart Map' Initiative

Innovative Cases of Solving Local Issues and Enhancing Resident Convenience Attract Attention

Yongsan District in Seoul selected and awarded seven public officials as 'Exemplary Public Officials for Proactive Administration' for the first half of this year. The district recognized one official for the grand prize, two for excellence, two for encouragement, and one outstanding team (consisting of one main contributor and one assistant contributor).

A total of 26 cases, acknowledged for creative administration and field-oriented problem-solving capabilities for residents, were selected through a process involving resident and department recommendations, staff voting, practical review, and final evaluation by the Proactive Administration Committee. The district also included private sector experts such as lawyers and patent attorneys in the evaluation process to comprehensively assess effectiveness and innovation.


The grand prize went to Jeon Cheolhee, an officer in the Smart Information Division, who established the 'Yongsan Real-Time Smart Map' using telecom base station data to visualize floating population and crowd density in five-minute intervals. This map also provides residents with practical information such as construction sites and parking lots, thereby enhancing convenience. Yongsan District, which experienced a major disaster in 2022, has significantly improved its ability to preemptively respond to crowding and provide access to daily information through this system.


The excellence awards were given to Lee Onyu, an officer in the Welfare Policy Division, and Son Yeonju, an officer at the Hangangno-dong Community Center. Lee Onyu planned the 'Quick Response, Cool Care' initiative to assist low-income seniors and households with disabilities struggling with air conditioner maintenance, providing cleaning, gas refills, and usage guidance to a total of 482 households, thereby implementing practical welfare administration. Son Yeonju introduced the 'KakaoTalk Queue Notification Service' for the first time at a Yongsan District community center, reducing dissatisfaction with waiting times and contributing to the revitalization of nearby businesses.


The encouragement awards went to Park Inil, an officer in the Youth and Children Division, and Kim Jongseong, an officer in the Safety and Disaster Division. Park Inil created the 'Yongsan Youth Complex Cultural Space' in the Hannam Brighton donated area, equipping it not only with a study room but also with screen baseball, karaoke, and VR games, establishing it as a space for youth communication and leisure.


Kim Jongseong developed the 'Yongsan-Style Integrated Crowd Safety Management Model,' fundamentally improving the post-Itaewon disaster response system based on cooperation with related agencies and a real-time monitoring system.


The outstanding team award went to Kwon Yonghee, team leader of the Real Estate Information Division, and Kang Daeseung, an officer in the Smart Information Division, who jointly developed the 'Land Transaction Permit Information Plaza System.' To minimize resident confusion following the expansion of land transaction permit zones, they implemented the nation's first system?without additional budget?that allows users to view regulations and exceptions at a glance. The system enables permit inquiries, usage confirmation, and preliminary consultations, earning high satisfaction from residents.


The awardees will receive special benefits, including the highest grade of performance bonus, reward leave, and priority assignment for overseas training and resort accommodations.


Meanwhile, Yongsan District was selected as an outstanding institution in the '2024 Comprehensive Evaluation of Proactive Administration in Local Governments' organized by the Ministry of the Interior and Safety, thanks to system improvements that foster a culture of proactive administration.
