According to the Korea Meteorological Administration, precipitation from June to August this year is expected to be higher than average.


With the rise in sea surface temperatures and increased atmospheric instability expected to cause more frequent localized heavy downpours, the city has focused on securing preemptive response capabilities and has completed comprehensive measures for areas prone to frequent flooding.


Last year, the city completed restoration work on a total of 17 public facilities that were damaged by heavy rainfall, including the Ipamcheon, Hoeamcheon, and Sincheon bicycle paths.


By quickly restoring major infrastructure such as local rivers, small streams, and bicycle paths, the city has established a basic response foundation to prevent recurrent flooding.


Preemptive maintenance has also been carried out for areas vulnerable to flooding.


According to the city’s flood and wind disaster preparedness plan for this year and next year, flood prevention facilities have been installed at three underpasses?Songchu, Okjeong, and Kimsatgat. In addition, maintenance has been completed at 27 vulnerable locations, including dredging at 16 river sites, drainage improvements at four road sites, and stormwater/sewage discharge improvements at seven sites.


A new 'emergency restoration system' by region has also been introduced.


To enable rapid initial response in the event of a disaster, the city has pre-contracted unit prices for sandbag materials in six regions, including Baekseok and Gwangjeok, and has stockpiled 800 one-ton sandbags and 800 PP sandbags in each region.


This system was implemented using the disaster management fund and is designed to allow immediate deployment without contract procedures, which is expected to minimize any gaps in emergency restoration.


In addition, the city has enhanced its real-time surveillance system based on CCTV.


Starting this year, a GIS (location-based) system capable of integrated management of a total of 5,574 CCTV cameras has been introduced. Improvements have also been made to the LED situation board in the disaster and safety situation room at city hall, along with the installation of dedicated devices for emergency personnel.


Through these measures, real-time monitoring of on-site video and immediate initial response are now possible in the event of a disaster.


Maintenance of storm drains has also been intensified.


Of the total 20,961 storm drains in the city, dredging has been completed for approximately 15,562. The city is sharing project results and group campaign plans through video conferences with township, town, and neighborhood leaders, and is continuously checking the management system.


Going forward, the city plans to continue proactively improving village drainage and dredging storm drains according to the needs of each township, town, and neighborhood, in cooperation with social organizations and local leaders, actively utilizing the disaster management fund.


A city official stated, "As localized heavy downpours become more frequent due to climate change, the key to disaster response lies in preemptive maintenance and securing real-time response capabilities," adding, "We will thoroughly prepare to ensure there are no gaps in protecting the lives and property of our citizens."
