Improving Welfare in Old Age
and Reducing Economic Burden
The "Gwangju Seo-gu Ordinance on Financial Support for Artificial Knee Joint Surgery for the Elderly," proposed by Ahn Hyeongju, a member of the Gwangju Seo-gu Council (Sangmu 2-dong, Seochang-dong, Kumho 1·2-dong), is expected to improve the welfare of elderly residents in Seo-gu and alleviate their economic burden during old age.

Once the ordinance is promulgated and the consultation and approval procedures with the Ministry of Health and Welfare and the social security system are completed, the project is scheduled to be fully implemented starting next year.
Eligibility for knee surgery cost support is limited to residents aged 70 or older who have been registered and living in Gwangju Seo-gu for more than one year, and whose household income is at or below 80% of the median income based on the current year's National Health Insurance premium standard.
The surgery cost will be supported up to 1.2 million won per knee (2.4 million won for both knees), and applicants must submit an application before the date of surgery to determine their eligibility. However, individuals who have already received support under other laws or systems are excluded.
Ahn stated, "Many elderly residents suffer significant inconvenience in their daily lives due to knee pain, yet often postpone surgery because of financial burdens. With the enactment of this ordinance, I hope to expand opportunities for seniors to receive appropriate treatment and provide practical assistance so they can enjoy a healthy old age." He added, "I will continue to work on developing various policies to improve the welfare of the elderly."
