Citizen Safety Director Position Upgraded from Level 3 to Level 2
Three Years of Performance Evaluations Reflected in Promotion Rankings

On June 24, Gwangju City convened a personnel committee meeting and approved promotions for a total of 227 employees, including one at level 2, two at level 3, twelve at level 4, and thirty-nine at level 5. This marks an increase of 68 compared to the previous personnel announcement. In particular, the number of promotions to level 5, which is a middle management position, and level 6, which is a core working-level position, is the largest since the beginning of the 8th popularly elected administration.
In this round of promotions, in line with the Lee Jaemyung administration’s emphasis on disaster response and safety reinforcement, the position of Director of Citizen Safety was elevated from level 3 to level 2, resulting in the first level 2 promotion under the 8th popularly elected administration.
In accordance with the personnel policies of the 8th popularly elected administration, the city accumulated 'performance-based' work evaluations over the past three years and reflected these in the promotion decisions. Additionally, to avoid concentration in specific job series, promotions were distributed evenly across various fields such as social welfare, engineering, facilities, and broadcasting and telecommunications. Through this approach, the city expects to gain momentum in key initiatives for the latter half of the 8th administration, including fostering the AI (artificial intelligence) industry, advancing energy transition, and expanding integrated care services.
Kim Junyoung, Director of Urban Space, was selected for promotion to level 2 (Director General). He has been recognized as a practical leader with strong planning, execution, communication, and collaboration skills. He has driven key projects such as the Special Private Park Project, The Hyundai Gwangju, the expansion of Shinsegae Department Store, the Five New Vitality Belts, and the Y-Project, all of which have contributed to discovering new growth engines for Gwangju by revitalizing the local economy.
The two employees promoted to level 3 (Deputy Director General) are Yoon Changmo (Head of Tourism City Division) and Park Geumhwa (Head of Architectural Landscape Division). Yoon Changmo has served in core strategic departments of Gwangju City, including as Head of Next-Generation Industry Division, Head of Military Airport Policy Division, Head of Sports Promotion Division, and Policy Planning Officer. He has demonstrated outstanding ability in coordinating and implementing complex policies, achieving notable results in tourism policy and cultural branding during the 8th administration.
Park Geumhwa, having overseen green space, landscape, and architectural policies in the 8th administration, is recognized for her practical planning abilities in introducing urban landscape design and expanding green building standards across Gwangju’s urban landscape policies. She is also credited for consistent achievements, stable organizational management, and strong negotiation skills both internally and externally.
In addition, twelve employees were promoted to level 4 (Director) for their contributions to advancing key strategic tasks of the 8th administration, including the promotion of the Five New Vitality Belts, recovery of the local economy, strengthening disaster and crisis response capabilities, fostering AI-based future industries, expanding cultural and public facilities, and upholding the spirit of the 5·18 Democratization Movement.
Kim Sangyul, Director of Personnel Policy, stated, "This round of promotions is both a reward for employees who have worked for the happiness of citizens over the past three years of the 8th administration, and a move to place talented individuals in key positions to drive Gwangju’s development in line with the Lee Jaemyung administration's national policy direction. We will continue to do our best to establish a healthy personnel culture so that employees who work diligently in the field receive fair evaluations and rewards."
