Amendment Strengthens Security and Management of Integrated CCTV Control Centers
Clear Criteria Established for Information Requests by Related Agencies
Legal Basis Provided for 'Safety Sinmungo' Citizen Reporting System
Regulations have been established to strengthen the security and management of integrated CCTV control centers operated by local governments. In addition, the specific reasons for which related agencies may request collected information have been clearly defined.
The Ministry of the Interior and Safety announced that the revised Enforcement Decree of the Framework Act on Disaster and Safety Management, which includes these measures, was approved at the Cabinet meeting on June 24, 2025. The revised decree will take effect from July 8, 2025. This amendment details matters delegated by the Framework Act on Disaster and Safety Management regarding the use of disaster and safety information, such as integrated CCTV control centers and the integrated safety reporting information system.
First, detailed regulations necessary for the establishment and operation of integrated CCTV control centers by local governments have been prepared. The amendment strengthens operation and management by requiring the designation of an operations manager for each local government, mandates enhanced system security, and clearly stipulates the prevention of personal information misuse. It also provides a legal basis for conducting regular training to improve the capabilities of monitoring personnel.
The amendment also specifically defines the reasons for which related agencies, such as the Minister of the Interior and Safety or provincial governors, may request information collected by the centers. These reasons include: the issuance of weather advisories or crisis alerts; situations where a disaster report is received and there is concern about large-scale human casualties; and the activation of the Central Disaster and Safety Countermeasures Headquarters or Regional Disaster and Safety Countermeasures Headquarters.
A legal basis has also been established for the creation of the 'Safety Sinmungo,' a system that allows citizens to easily report safety hazards. The Ministry of the Interior and Safety is integrating similar reporting systems to handle reports in various areas, including public safety, inconveniences, and illegal parking.
Kim Yongkyun, Director of the Safety Prevention Policy Bureau at the Ministry of the Interior and Safety, stated, "With this revision of the enforcement decree, we expect to manage disaster and safety information more systematically and actively utilize it at disaster sites."
