Strengthening Lifelong Learning Governance
On June 23, Gyeongbuk Province and the Gyeongbuk Talent Lifelong Education Foundation held the '2025 Gyeongbuk Citizen Happiness University Design Team Workshop' at The-K Hotel in Gyeongju.
The workshop was attended by more than 160 people, including practitioners, experts, and student council representatives from the design teams of the Citizen Happiness University in 20 cities and counties in the province. They shared operational achievements and discussed future directions for development.

Gyeongbuk Citizen Happiness University is a Gyeongbuk-style lifelong learning platform that attracts about 1,000 participants each year. The campus-specific design teams serve as the main operational bodies, leading academic management consulting, program planning, and regional collaboration.
This workshop consisted of practice-oriented programs, including: guidance on academic operations and business directions for 2025; presentations of exemplary campus cases; sharing of outstanding student council activities; and participatory group discussions.
The Western Campus drew attention for introducing the 'Recognition of Prior Learning (RPL)' system, which allows the academic experiences of university graduates to be recognized as official credits. The Chilgok Campus shared its case of encouraging learner participation through the 'Chilfrequency' mileage system, the 'Eco Chilgok' campaign, and experiential classes.
Examples of student council activities were also introduced. The Bonghwa Campus student council expanded consensus on local issues by participating in the promotion of the APEC Summit and the low birthrate campaign. The Goryeong Campus student council contributed to community practice by donating funds to neighbors affected by wildfires.
Jangsik Lee, Director of the Gyeongbuk Talent Lifelong Education Foundation, said, "The design team of the Citizen Happiness University is a key pillar of community-based lifelong learning," and added, "We will strive to actively reflect the voices from the field so that the learning community can take deep root in the local society."
As of 2024, Gyeongbuk Citizen Happiness University has produced 1,009 graduates, and in 2025, with Ulleung County newly joining, a total of 27 campuses are in operation.
