[Profile] Yoon Changryul Appointed as First Chief Secretary for Policy Coordination in Lee Administration... Administrative Expert from Prime Minister's Office

Yoon Changryul, former First Deputy Chief Secretary (age 58, 34th class of the Higher Civil Service Examination), has been appointed as the inaugural Chief Secretary for Policy Coordination (ministerial level) in the Lee Jaemyung administration. Chief Secretary Yoon is an administrative expert who has spent most of his public service career in the Office for Government Policy Coordination.

Born in Wonju, Gangwon Province, Chief Secretary Yoon graduated from Daeseong High School in Wonju and earned his bachelor's degree in International Relations from Seoul National University. He also completed a master's program at the Graduate School of Public Administration at the same university, and later obtained a master's degree in Public Administration from American University in the United States.

After entering public service in 1990, he served as Protocol Secretary, Head of Social Coordination, and Head of National Policy Operations at the Office for Government Policy Coordination. In 2020, during the Moon Jaein administration, he was appointed Senior Secretary for Social Affairs at the Presidential Office. He subsequently served as the Second and then First Deputy Chief Secretary for Policy Coordination. After leaving public service, he became the head of LG Global Strategy Institute in 2023, and has now been selected to join the Lee Jaemyung administration.

The Chief Secretary for Policy Coordination is a ministerial-level position that does not require a confirmation hearing and serves as the second-in-command supporting the Prime Minister. Given that Kim Minseok, the inaugural Prime Minister nominee, is a politician from Yeouido, Chief Secretary Yoon's extensive administrative experience is expected to be of great assistance.

At the personnel announcement briefing, Kang Hunsik, Chief Presidential Secretary, stated, "Chief Secretary Yoon demonstrated outstanding capabilities in policy implementation with a balanced perspective while serving as the First and Second Deputy Chief Secretary and as Senior Secretary for Social Affairs. We expect him to restore the collapsed administrative system and further resolve South Korea's complex crises."
