Adoption of the Administrative Affairs Audit Report

The Gapyeong County Council (Chairman Kim Kyungsoo) held the 2nd plenary session of the 1st regular meeting of the 331st Gapyeong County Council on the 23rd, during which it passed seven ordinance bills, the approval of the 2024 fiscal year settlement of accounts, and the adoption of the 2025 administrative affairs audit report. With this, the council concluded the 1st regular meeting of the 331st session, which had been held over 22 days.

At the 2nd plenary session, the council reviewed and approved as originally proposed seven ordinance bills submitted by the Gapyeong County Governor, including the “Partial Amendment Ordinance on the Organization and Operation of the Gapyeong County Public Officials Ethics Committee.”


In addition, a Special Committee on Administrative Affairs Audit was formed and conducted an audit of 31 executive departments and 5 institutions over nine days, from the 9th to the 17th.


The main focus areas of this administrative affairs audit included: raising the execution rate of the Local Extinction Response Fund and the re-designation of depopulation areas; establishing clear standards for holding various committees; ensuring the reliability and soundness of fiscal management; revitalizing the local economy by attracting tourists to traditional markets and neighborhood commercial districts in Gapyeong; careful promotion of open projects and memorandums of understanding (MOUs); and establishing a response system to climate change caused by global warming. The council also resolved the “Adoption of the 2025 Administrative Affairs Audit Report,” which addressed 230 administrative actions found to be unreasonable or in need of improvement (142 corrective actions and 88 recommendations).


Meanwhile, the Budget and Accounts Review Committee, formed on the 3rd, completed its review of the budget-related agenda item, “Approval of the 2024 Fiscal Year Settlement of Accounts,” and approved it as originally proposed on the 18th.


On this day, Chairman Kim Kyungsoo, in his closing remarks, requested the executive branch to reflect the corrective and recommended actions presented during the administrative affairs audit and settlement inspection in county administration. He also asked that, with the onset of the monsoon season, thorough safety measures be put in place and all efforts be made to prevent flood damage so that residents can work with peace of mind.
